What you will be working on
The Manager, Skills Strategy & Planning plays a pivotal role in advancing SkillsFuture Singapore's mission to enable individuals to learn for life, pursue skills mastery, and develop fulfilling careers for a future-ready Singapore.
As an individual contributor, this position supports the end-to-end development of jobs-skills policies, plans, and strategies, drawing on labour market intelligence and industry insights to ensure their continued relevance and effectiveness. The role requires strong analytical capabilities, sound policy judgement, and the ability to collaborate across diverse stakeholders to embed intelligence-driven planning into programme development.
Policy Development and Strategic Planning
Support the end-to-end development of policies and planning for jobs and skills initiatives, encompassing planning, execution, communications, and policy paper preparation. You will contribute to policies that underpin the national Skills Framework, as well as performing meeting secretariat duties.
Data Analysis and Ecosystem Development
Analyse labour market data and industry feedback to derive insights on jobs-skills trends, informing policy reviews and programme development. You will synthesise and draw connections between industry needs, labour market trends and jobs-skills initiatives to ensure their relevance and effectiveness. You will also review methodologies, data, processes and jobs-skills related digital products with a systems perspective, identifying opportunities to support the needs of the national jobs and skill ecosystem.
Stakeholder Engagement and Collaboration
Collaborate with internal stakeholders to embed intel-driven planning into programme development. You will navigate and manage diverse stakeholder needs and interests, and drive engagement that achieves policy goals.
What we are looking for
We'd love to hear from you if you have the required competencies to execute the job duties proficiently:
- Comfortable working with data and identifying key issues that affect policy outcomes.
- Able to turn complex analysis into clear, actionable recommendations to guide decision-making.
- Effective written and verbal communication abilities to synthesize and present ideas coherently, ensuring effective stakeholder engagement across all levels
- Self-starter with strong learning agility to independently drive initiatives and deliver outcomes
- Iterative mindset and comfortable with fast-evolving environment
- Familiarity with large language models (LLMs) and the ability to use them to support data analysis, policy research and stakeholder insights would be an added advantage.
- Up to 6 years of relevant work experience in policy development and implementation, planning roles, or operational policy planning and review. However, those with no relevant experience but can show the demonstration of required skills through relevant projects or short stints in relevant areas / functions are also encouraged to apply
Successful candidates will be offered a 1-year contract with potential for a 1-year extension and consideration for permanent tenure thereafter.
