Manager (Partnerships & Programmes)

What the role is

As Manager (Partnerships & Programmes), you will focus on developing, organising and managing programmes to reach out to the Grassroots Organisations (GROs) in Central Singapore District (including funding and grant management) and Vulnerable Communities (e.g. Local Jobs Seekers, residents seeking Financial Assistance, Cardboard Collectors, Rough Sleepers, etc)

You will also be involved in developing partnerships with community partners, corporates, government agencies and social service agencies as part of the ‘Financial Wellness’ Pillar. These include identifying community gaps and needs, developing joint collaborations and meet programme outcomes.

You will also plan and drive overall programme management aspects which include proper budgeting and allocation of other resources to realise optimal utilization of resources to achieve the programme outcomes and KPIs

You will project-manage and implement large-scale signature programmes/events and national-level initiatives at the District level. You will also Undertake any other duties as assigned by supervisors to achieve Central Singapore CDC’s wide initiatives and outcomes.

What you will be working on

  • Conceptualise, Strategise and Manage Community Programmes

  • To develop, organise and manage programmes to reach out to the GROs (including funding and grant management), Vulnerable Communities (e.g. Local Jobs Seekers, residents seeking Financial Assistance, Cardboard Collectors, Rough Sleepers, etc),  and partnerships for Central Singapore CDC as part of the Social and Financial Wellness pillar of The Better Life @ Central Singapore;
  • To undertake, co-plan and/or manage CDC community programmes to ‘Aggregate Needs & Resources, Build Capabilities and Connect Communities’.
  • Effective engagement of stakeholders, partners and residents to achieve team outcomes.
  • Perform proper budgeting and allocation of other resources to realise optimal utilization of resources to achieve the programme outcomes and KPIs.

  • Develop networks of external stakeholders/partners

  • Work closely with Senior Manager and Assistant Director to build strong networks of external stakeholders/partners.
  • Partner key stakeholders to identify community gaps and needs, develop joint collaborations and meet programme outcomes.
  • Assist volunteer recruitment, development and engagement for community programmes.

  • Other Duties

  • To work with the Senior Manager and Assistant Director to achieve CS CDC wide initiatives and outcomes.

Undertake any other duties as assigned by the General Manager/Deputy General Managers.

What we are looking for

Other ad-hoc duties not covered under main responsibilities and duties.

Participate in cross-team building initiatives.

Knowledge & Skills:

  • At least 2 years of relevant working experience especially in serving the vulnerable communities and GROs partnerships
  • Excellent proficiency in the English language, both verbal and written, as well as proficiency in a second language (e.g. Chinese, Malay or Tamil) will be advantageous.
  • Good interpersonal and communication skills.
  • Strong analytical and programme management skills.
  • Good data analytical skills and budget management skills.
  • Able to work independently with minimal supervision.
