What the role is

This role encompasses four key areas of responsibility to support the CDC's primary objectives. In Funding Administration, the position involves responding and improving administrative processes for funding catered to various stakeholders, inclusive of reports on data insights etc. For Council & Staff Engagement, responsibilities include coordinating District Councillor recruitment and appointments, preparing meeting agendas and minutes, organising quarterly council meetings and staff retreats, collecting and analysing data from various sources to identify trends and opportunities, and sharing strategic insights with senior management. The role also functions as a Relationship Manager, building and maintaining stakeholder relationships to facilitate connections, provide responsive support to inquiries, and synergise resources to address community needs. Finally, the position includes Supervisory duties, overseeing and guiding Executives to ensure optimal resource utilisation in achieving CDC targets and objectives, thereby promoting strong community bonding and assist in the implementation and review of plans to achieve long-term community bonding goals.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job.  This will include the important result areas (what) along with the rationale (why).
 

Fund Management

Working closely with Senior Manager and team on grant design, administration and management including the development and implementation of creative, practical and operational concepts for engagement of stakeholders and residents. Constantly monitors and updates on PA HQ’s financial policies and grant governance regulations to ensure full compliance and to obtain better operational efficiency and effectiveness, process management and work flow improvements, internal controls and integrated solutions. In charge of the documentation of CDC processes and principles and manages the registry.

Assisting the implementation of district-, GRC-, divisional-level projects and programmes, as well as active engagement of CDC members (Standing Committees) to achieve overall community vision (and completion of annual workplans).

Council & Staff Engagement

  • Coordinate and facilitate the process of recruitment, appointment and reappointment of District Councillors to serve in the CDC.
  • Collate and prepare the agenda papers and minutes of meeting as well as, organise quarterly council meetings.
  • Organise meetings, learning journeys, workplans and retreats for CDC staff and District Councillors.
  • Collate, analyse and review data through various sources (both internal and external) to identify trends, opportunities and challenges/threats to support planning, formulating of strategies and decision-making.

Relationship Manager

  • Build and maintain relationships with various stakeholders to link up relevant connections, build rapport and provide quick responses to inquiries, to comprehend and synergise resources to meet ground needs.

Supervisory

  • Supervise and guide the Executives to ensure optimum utilisation of resources in achieving CDC targets.

  • Assist and participate in cross PA Divisions and CDC Programmes and Initiatives.

Knowledge & Skills

Relevant experience in grant administration and working with Grassroots Organisations & Social Service agencies.

Others             

  • Possess strategic ability to plan and manage all aspects of work
  • IT-savvy and proficient in Microsoft Office
  • Meticulous and detailed
  • Able to work independently with minimal supervision and a good team player
  • Positive attitude
  • Good interpersonal and communication (spoken and written) skills
  • Able to multi-task and work within very tight timelines
  • Able to work on weekends and late nights
