The role is for a Senior Assistant Director in the Science and Technology Planning Division (STPD). You will carry out strategy and master planning work in the area of Science & Technology. This could range from overseeing the Research, Innovation and Enterprise Urban Solutions and Sustainability Domain funds, to working with MSE Family agencies to develop S&T masterplans.
STPD uses S&T as an enabler to support the overall MSE vision of creating a sustainable, resource-resilient and climate-resilient Singapore. S&T topics are broad ranging, spanning from water resources, resource circularity, climate adaptation, food security etc.

What you will be working on
As a member of the STPD team, your job scope includes:
• Overseeing the RIE Urban Solutions and Sustainability Domain funds in conjunction with NRF and MND. This includes secretariat work, R&D management, reviewing funding proposals, and helping agencies translate their R&D outcomes to impact.
• Working with MSE Family agencies to develop their S&T masterplans. This includes scoping content with key stakeholders, coordinating with IHLs/agencies and providing qualitative and quantitative analyses at various management platforms.
• Developing, operationalising and improving the MSE Family R&D Evaluation Framework. This includes ensuring adherence to the evaluation framework for the pre, during and post-implementation project phases, and institutionalisation of the evaluation practice in the agencies, and regularly reviewing the framework for relevance and applicability.
What we are looking for
• A degree in relevant fields such as engineering, natural sciences or sustainability areas would be preferred.
• Minimum 3 years’ experience in the sustainability area. This could be at a Government agency, private company or research institute.
• Broad-based knowledge of science and technology sustainability initiatives is preferred.
• Experience in R&D management and Government Ministry coordination work would be beneficial.
• Ability to manage diverse range of stakeholders including Government Agencies, companies and academia.
• Strategic thinking for overseeing multiple tracks of S&T development.
• Critical and logical thinking for assessment for funding proposals.
• Ability to write and present complex ideas clearly and concisely.
