Assistant Manager/Manager, Talent Development-Scholarship Management

What the role is

Part of the Digital Industry and Talent Group in IMDA, the Human Capital Cluster (HCC) division seeks to develop a strong talent pipeline to help Singapore position itself to capture opportunities in the digital economy.

You will be part of HCC’s Talent Development division that manages programmes to identify and groom top digital talent to drive Singapore’s Digital Economy and be the next generation of leaders in the Infocomm Media (ICM) sector. This position will manage the SG Digital Scholarship programme administration.

What you will be working on

  • Programme management of the SG Digital Scholarship - a unique industry scholarship that develops the future generation of tech and media leaders for Singapore. This is a leadership programme under IMDA’s SG Digital Leadership Accelerator.
  • Onboarding of scholars – Support the selection of candidates, ensure collection of necessary documents from shortlisted candidates, process offer letters and legal agreements for awardees
  • Management of scholars – A portfolio of scholarship recipients will be assigned, and you serve as the account manager and primary point of contact addressing enquiries and requests.
  • Disbursements and payments – Oversee payments and reimbursements for scholars assigned to your account, working with internal and external stakeholders to ensure timely and accurate disbursements.
  • Compliance and record keeping - Track programme outcomes, budget, and timelines.
  • Digitalisation, process automation and business process review – Assist in the development and implementation of process automation and a digitally-enabled user experience for the scholarship and continue to the continuous review of current business processes for greater operational efficiency.
  • Stakeholder relationship management – manage key stakeholder relationships in the universe of scholarships and other entry-level talent programmes, including institutes of high learning, private sector employer partners, public agencies.

What we are looking for

  • A recognised Bachelor’s degree in any discipline.
  • Preferably at least 3 years of working experience in human resources, talent management, tertiary education or in scholarship and grant management.
  • Good understanding of the Infocomm media (ICM) industry and passion for working with aspiring young students/ICM professionals.
  • Excellent analytical and strategic thinking skills to analyse situations and make sound judgements.
  • Result-driven self-starter and able to deliver in a fast-paced environment with minimal supervision. Comfortable working with different technology platforms.
  • Great attention to detail with excellent written and verbal communication details to handle a wide range of stakeholders.
