What the role is

We are seeking a strategic and collaborative professional to support the establishment and implementation of CDA's transformation framework to drive innovation, operational excellence, and sustainable growth. This role will contribute to shaping our transformation culture and processes in partnership with leadership and relevant divisions within CDA, ensuring alignment with our mission to protect Singapore's public health through effective communicable disease management.

This position will report to Deputy Director, Organisational Development & Transformation.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time

What you will be working on

Framework Support: Support the development and implementation of CDA's transformation framework, contributing to the design of governance structures, operating models, and innovation processes. Assist in developing structured approaches for idea generation, evaluation, and implementation that align with CDA's strategic objectives and public health mission.

Programme Coordination: Coordinate transformation initiatives, including project planning and progress monitoring. Support strategic alignment by assisting in the prioritisation of transformation projects and preparing reports for management and governance committees in collaboration with Enterprise Risk Management unit.

Stakeholder Collaboration: Collaborate with leadership, business units, and cross-functional teams to build momentum for transformation initiatives and support successful project implementation across divisions.

Culture Development: Contribute to fostering a culture of innovation, experimentation, and continuous improvement in partnership with Organisational Development, promoting adaptability in CDA's response to communicable disease challenges.

Metrics & Analysis: Assist in defining key performance indicators to measure transformation impact and contribute to regular reporting to senior management. Provide analytical support on portfolio performance and identify improvement opportunities.

Capability Building: Support the development and delivery of capability-building programmes in collaboration with HR, ITD, OD and relevant teams, including workshops and training sessions to strengthen transformation competencies across the organisation.

As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.

What we are looking for

  • Background in business administration, public administration, organisational development, or related field

  • 3-5 years of experience in transformation, innovation management, or change management roles, preferably within the public sector

  • Knowledge of improvement methodologies such as design thinking, lean, agile, or six sigma would be advantageous

  • Understanding of public health systems and communicable disease management landscape in Singapore preferred

  • Strong facilitation, communication, and stakeholder management skills

  • Ability to collaborate effectively across diverse teams and influence at multiple levels

  • Analytical mindset with ability to translate insights into actionable recommendations

  • Demonstrated ability to work in fast-paced environments managing multiple priorities and stakeholders
