Senior Manager (Grassroots Finance - Transformation & Grants Governance)

What the role is

To assist Assistant Director (Grassroots Finance) in managing the Business Process Review of the financial procedures for the Grassroots Organisations (GROs); implementation of Grants Governance of GROs and finance competency frameworks and management of GRO fund-raising appeals.

What you will be working on

  • Improve and streamline financial procedures for GROs to ensure proper accountability and adequate financial compliance and control, including end to end review of the various processes and recommend areas of improvements in strategy, policies as well as system enhancements and transformation to improve efficiency and enhance governance for the GROs; and work with respective stakeholders to achieve the transformation for the GROs.
  • Provide user requirements, conduct user acceptance testing and identify areas of automation and ops-tech integration to improve financial systems and processes.
  • Setup training materials and conduct briefings to staff for new financial procedures or system enhancements as part of change management.
  • Perform analytics on financial data of GROs to provide insights on compliance and governance as well as present reports and results to management on a period basis.
  • Assist GROs in the implementation of Grants Governance.
  • Manage GRO fund-raising appeals.
  • Liaise with Ministries, Statutory Boards and various PA divisions on reporting of electronic payment KPIs, implementation of new government initiatives and financial policies. 
  • Coordinate the implementation of finance competency frameworks and working closely with stakeholders on the implementation plans.
