Senior Manager/Manager/Assistant Manager (Community Grants Governance)

What the role is

Community grants support projects/initiatives that aim to develop an active citizenry with a shared responsibility to care for and uplift others and include localised grants at the municipal level. By leveraging the arts, culture and sports, among others, such projects/initiatives enable Singaporeans to (i) mix and build bonds with others from different backgrounds or communities; (ii) pursue their diverse aspirations; and/or (iii) give back to society, such as through volunteerism and giving. Community grants also support ground-up projects initiated by non-government applicants that meet community and social needs, strengthen community spirit, and contribute to nation-building. You will be part of a team that strengthens grants governance and management of the community grants sector.

What you will be working on

Develop sector-level frameworks, plans and processes to strengthen risk management, and tackle non-compliance, abuse and fraud of grants. In particular, you will assist to: • Develop sector-level strategies to leverage on data and AI tools for strengthening of grant governance and management capabilities, including working to enhance the sector’s grant administration system in the areas of data analytics for fraud detection and prevention. • Identify measures to build community grant officers’ capabilities in grants governance and administration, data analytics and fraud detection and prevention. • Share best practices in grants governance and administration via Community of Practices and other platforms. • Engage and work closely with community grants agencies and stakeholders such as MOF-Grants Governance Office, in building agencies’ grants governance and administration capabilities. In addition, you may be assigned other ad-hoc duties from time to time.

What we are looking for

• At least 3 years’ working experience in grant governance and administration, risk management or grant audits preferred. Experience in project management relating to grant administration system would be an added advantage. • Strong system and process thinking skills to conceptualise governance frameworks that are practical and feasible. • Highly resourceful, self-motivated and a team player. • Good writing, presentation, communication, and project management skills.
