You will be part of the Information Technology (IT) Audit Department (ITAD) responsible for leading and performing IT audits carried out in conjunction with AGO’s audit of the Government Financial Statements (GFS), other Financial Statements audits, thematic and selective audits of public sector entities. These IT audits are to ascertain the adequacy and effectiveness of controls in ICT systems and processes.

What you will be working on
Job Responsibilities:
• Develop a good understanding of the public sector ICT environment, key developments and growing trends relevant to AGO’s audits (e.g. control requirements in the Government Instruction Manual on ICT&SS Management, use of cloud computing, automation of processes, block chain technology etc.).
• Plan, lead, and supervise IT audits on ICT systems and processes of the Government and public sector entities. This includes identifying control weaknesses and areas for improvement, obtaining the necessary audit evidence to support the audit conclusions and observations, and preparing the necessary working papers and reports. As part of evidence gathering to support the audit conclusions, you will also be required to interview auditees, analyse system configurations, and perform system logs analysis.
• Assist the Group Director / Audit Director in developing and implementing ITAD’s key audit strategies, which includes driving continuous innovation and harnessing technology to deliver high quality IT audit services.
• Assist the Group Director / Audit Director in upskilling the IT audit competences across all auditors in AGO, such as for the conduct of IT general/application control audits by financial auditors.
• Provide technical advice/assistance to financial auditors.
• Review audit reports drafted by IT audit teams to ensure that they clearly communicate the audit observations, audit concerns and recommendations to address the lapses.
• Attend Audit Committee meetings of the auditee, to help clarify on AGO’s audit observations and recommendations, if necessary.
• Supervise and coach the IT auditors in the team to improve overall effectiveness.
• Perform other duties and responsibilities as assigned by supervisor.
What we are looking for
Job Requirements:
• Singapore Citizenship.
• Tertiary qualifications in Computer Science, Computer Engineering, Information Systems studies or equivalent.
• At least 15 years of relevant experience in IT systems audit, including at least 8 years of experience in leading and overseeing audit teams.
• Possess strong knowledge in the principles of IT governance, risks and controls.
• Possess a strong understanding of Operating Systems, Databases, Networks or Enterprise Applications. A good understanding of the IT environment/key systems of Government and public entities would be an advantage.
• Possess CISA certification. Other equivalent certifications such as CRISC, CISSP would be an advantage. Knowledge in scripting languages, e.g., Python, would also be an advantage.
• Possess strong leadership, analytical, communication and interpersonal skills.
