The Investigation and Contingency Planning Division (ICPD) serves as the staff authority for investigation and contingency planning within the MSF. It provides governance, policy direction, and guidance to internal units to ensure investigations are conducted objectively, consistently, and in accordance with established standards. In the course of investigating offences under the ministry’s purview, the Division undertakes operational analysis of cases to enhance investigative effectiveness and provide insights for decision-making. The Division also leads the planning, coordination, and review of contingency plans at both national and local levels, working closely with internal stakeholders and external agencies to enhance preparedness, coordination, and response effectiveness. Through this role, the Division strengthens organisational readiness, accountability, and operational resilience.
The Investigation Branch (IB) is the principal investigation unit in the MSF and serves as a resource for other internal units with investigative functions. It conducts investigations into cases under the ministry’s purview, providing guidance to ensure that they are carried out objectively and effectively. The branch adds value to the review of cases and acts as a liaison with external stakeholders to support coordinated action and information sharing, and plays an active role in legislative reviews to strengthen overall investigative effectiveness.

What you will be working on
Reporting to the Deputy Director (Investigation), the job holder performs the role of a Senior Investigation Officer, undertaking responsibilities related to investigations and case management as follows:
Conduct investigations into cases within the ministry’s purview, ensuring objectivity, accuracy and compliance with procedures
Provide guidance and support to internal units with investigative functions, serving as a resource on investigative processes and best practices
Provide domain expertise to the review of cases to safeguard vulnerable individuals and strengthen investigative outcome
Drive collaboration with external agencies and stakeholders to achieve coordinated action and effective information sharing
Contribute to policy and legislative reviews by providing operational and investigative perspectives
What we are looking for
Relevant qualification in any field of study with minimum 5 years of experience in investigations, enforcement, compliance, or a related operational discipline
Sound understanding of criminal law, investigative procedures, and legal frameworks
Knowledge of social systems, community structures, and the needs of vulnerable individuals
Demonstrated analytical, problem-solving, and report-writing skills
Ability to exercise sound judgement, discretion, and professionalism in handling sensitive matters
Strong interpersonal and communication skills to engage effectively with internal units and external agencies
