You will be part of the Strategic Resource Management Division, Crisis Strategy and Operations Group (CSOG).
The Deputy Director (DD) will head and supervise the Logistics Operations and Readiness (LOR) Branch to Monitor and Ensure MOH’s Logistics Readiness; Plan, Manage and Execute logistics contingency operations; and Stand-up and Operate emergency facilities & services in support of MOH’s contingency and crisis plans or any other ad-hoc operations.
When operations are activated, the DD is expected to lead and supervise respective AD/SAD in the deployment of staff (SRMD staff as lead and seconded or crisis reinforcement staff) to support the 3 line-of-operations, namely, Logistics (Warehousing and distribution) operations; Emergency facilities & services operations (including establishing such facilities, e.g. JTVC, CTF/IDMF etc); Logistics OPS Center operations. He is expected to staff the SRMD Ops center as well as the CSOG/MOH OPS center, running the required shift system for prolong operations.
In peacetime, the DD monitors MOH’s Logistics readiness, conducts exercises, training and engagement sessions, to keep our logistics capability ready. He/she engages vendors, potential vendors and relevant stakeholders as part of SRMD’s effort in keeping an overwatch on the industry’s capabilities and capacities.

What you will be working on
• Provide guidance, directions and supervise the conduct of logistics readiness audits and operations at third party logistics (3PL) warehouse, public health institutions (PHI) and emergency facilities for any crisis or ad-hoc operations
• Timely review of the supply and distribution readiness framework to ensure relevancy
• Provide guidance, directions and supervise the planning, control and execution of various supplies and distribution operations
• Strategise long-term and annual work plans for the various logistics contingency plans, maintain operations situation awareness to anticipate likely impact on logistics contingency plans
• Ensure that SRMD standard operation procedures (SOP) for crisis management (including OPS center operations) are updated and reviewed
• Provide guidance, directions and supervision of site readiness, acquisition, establishment and reinstatement upon activation
• Plan and conduct exercise and training for contractors/service providers to be ready and proficient in maintaining standards and operational proficiency
• To ensure there are sufficient sites and medical service providers to support end-to-end general testing, vaccination, drug dispensing and other related services
• To establish sufficient Multi-purpose Community Isolation Facilities (MPCIF) and IDMF/CTF to meet mid-sized outbreaks and PHE/PHT requirements
• Provide oversight for TCF operations and its conversion into crisis facilities through HHOM as desk-head
What we are looking for
RELEVANT EXPERIENCE
• At least 8 years in managerial and leadership position.
• Work experiences in logistics supervisory, contracts/contractor management and operations will be an advantage.
• Good written and verbal communication skill.
• Superior organizational, planning and analytical skills.
• Good understanding of overarching framework and situational awareness.
• Sound knowledge of IT.
