What the role is

The MOM Academy (MOMA) is the central body that drives the learning and development in MOM to support the Ministry’s business strategies and outcomes. The Academy focuses on providing quality learning and development solutions to MOM officers to support their professional development and enable them to be competent in their present and future roles, through comprehensive professional development roadmaps and a robust training management system. Incumbent will be involved in the following: • Provide strategic leadership to Our Core Competency (OCC) and Digital & Emerging Skills (DES) teams within MOMA. This includes developing and implementing MOMA’s strategic plans, managing team’s budget and overseeing the operation of the programmes organised by respective teams. • Stakeholder management with various key partners (i.e. divisions and/or external training providers) in identifying learning needs, developing curriculum and implementing appropriate learning interventions that are aligned to MOM’s business requirements and competency frameworks. • Learning culture development which includes organizing events and activities that fosters learning and promotes continuous learning, implementing initiatives to encourage self-directed learning, as well as supporting the development of a growth mindset in MOM.

What you will be working on

• Provide clear direction and guidance to direct reports, ensuring alignment with the Academy's objectives • Collaborate with various key stakeholders to identify learning gaps and develop curriculum / appropriate learning interventions that are aligned to MOM’s business needs and competency frameworks (Our Core Competencies and Digital & Emerging Skills) • Design and develop curriculum and training roadmaps, including digital learning content. • Curate, design and implement learning contents, and where necessary, translate these into simple bite-sized learning materials such as infographics, short videos, articles, toolkits • Conduct regular review of the relevancy of training materials/ curriculums • Manage the execution of key milestone training programmes based on adult learning pedagogies and utilize various instructional techniques and formats to engage learners and promote effective knowledge transfer

What we are looking for

• At least 3 years of working experience in learning & development or related field • Familiar with competency-based learning and development and/or possesses WSQ Advanced Certificate in Training and Assessment (ACTA) / Advanced Certificate in Learning and Performance (ACLP) qualification is an advantage. • Highly proficient in MS Office suite, working knowledge of Shareable Content Object Reference Model (SCORM) or other similar standards is an advantage. • Experience and ability to conduct stand-up training is required • Experience in: o Managing all aspects of the learning cycle (Learning Needs Analysis, Design, Development, Delivery and Evaluation) o Learning management systems, development of e-learning solutions and courseware (added advantage) • Excellent written and verbal communication skills. • Strong project management skills and must be able to function as a project leader as well as an individual contributor. • Knowledge of digital communication channels and social media platforms. • Experience in working and engagement across multiple MOM divisions from corporate functions to operations to policy functions.
