The Senior Assistant Director, Talent Acquisition & Talent Management oversees MOM’s talent function by leading two teams – Talent Acquisition and Talent Management. In this role, you will ensure we hire the right people and enable our employees to grow and develop in their careers.
You will manage day-to-day operations across both teams while working with senior leadership to support the organisation's hiring and talent development needs. The position involves coordinating recruitment activities at eth upstream and subsequently employee development programmes to create a congruent and progressive approach to managing our workforce. You will report directly to the Deputy Director of Human Resources and work regularly with department heads across the organisation.

What you will be working on
Talent Acquisition
• Oversee the Talent Acquisition team across all recruitment activities, including working with departments to understand staffing requirements, managing interview processes, sourcing candidates who possess the right competencies and align with organisational values, and advancing our employer brand to attract quality applicants.
• Design good candidate stakeholder experiences throughout the recruitment journey, from initial engagement through to successful onboarding of new hires.
• Drive continuous efforts to improve efficiency and effectiveness by optimising and re-imagining processes, whilst ensuring compliance with proper hiring procedures and employment regulations.
• Participate in outreach activities and promote MOM as an employer of choice.
Talent Management
• Oversee the Talent Management team across all talent management matters, including talent identification, engagement, development, and deployment.
• Collaborate closely with senior management to develop robust succession planning for key roles, establish clear career progression pathways as well as devise a structured approach to developing and deploying talents.
• Establish comprehensive talent management metrics to measure programme effectiveness, track outcomes, and identify areas for continuous improvement.
• Partner with the IT department to develop a talent management system to streamline manual tracking processes, and to bridge the gap between talent management business needs and technical requirements.
What we are looking for
• At least 5 years of HR experience in the public service, preferably in human capital domain areas such as talent acquisition, talent management and development.
• People management experience or demonstrated deep interest and passion for developing talent, with ability to engage diverse stakeholders of different seniority effectively.
• Resourceful self-starter with a learner mindset and the resilience to drive meaningful organisational change.
• Strong analytical and critical thinking skills with the ability to synthesise information from multiple sources and draw sound, evidence-based inferences.
