What the role is

The National Research Foundation (NRF) is a department within the Prime Minister's Office, and we set the national direction for research, innovation and enterprise (RIE) by developing policies, plans and strategies; funding strategic initiatives that strengthen our scientific and technological capabilities, grow our RIE talent base, and achieve economic and national impact; and fostering RIE collaboration in Singapore and internationally. The purpose of the Internal Audit role is to provide independent, objective assurance and advisory service designed to add value and improve NRF’s operations. The role helps NRF to accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of governance, risk management, and control processes. The incumbent shall report directly to the Deputy Director, Internal Audit.

What you will be working on

a) Project lead and manage audits (covering financial, operational, information and technology, and compliance areas) according to the approved audit plan b) Perform risk assessments c) Identify audit scope and develop / execute audit programs d) Evaluate adequacy and functioning of governance, risk management and control processes e) Prepare clear and concise audit reports detailing observations and recommendations f) Monitor status of management actions to address audit observations g) Assist in conducting investigations and/or ad-hoc audit projects as required

What we are looking for

• Background in Accounting, Finance, IT or related field • Professional qualification (CIA, CA, ACCA, CISA) or working to attain the qualification • 4 to 6 years of internal and/or external audit experience • Experience in grants governance and/or audits will be an advantage • Ability to work independently and as part of a team • Strong analytical and problem-solving skills • Strong interpersonal and communication skills (written and verbal) • Good time management and project management capabilities

About National Research Foundation

The National Research Foundation (NRF) was set up on 1 January 2006 as a department under the Prime Minister's Office. It was set up to perform the following: a) To provide secretariat support to the Research, Innovation and Enterprise Council (RIEC), chaired by the Senior Minister; b) To coordinate the research of different agencies within the larger national framework in order to provide a coherent strategic overview and direction; c) To develop policies and plans to implement the five strategic thrusts for the national R&D agenda; and d) To implement national research, innovation and enterprise strategies approved by the RIEC, and to allocate funding to programmes that meet NRF's strategic objectives.
