You will be a part of HPB’s Chief Data Officer’s Office (CDOO), plays a central role in driving data-informed decision-making across the organisation. CDOO oversees HPB's data strategy, governance, engineering and analytics capabilities alongside AI implementation to ensure data is used responsibly, effectively and at scale. The Data Science & Analytics (DSA) department sits within CDOO and supports HPB's PPH strategy by transforming rich, individual-level data into actionable insights that drive meaningful health outcomes. DSA works across national programmes such as Healthier SG and the Healthy 365 (H365) app, leveraging data from digital platforms and wearable devices to understand user engagement and behavioural patterns, evaluate programme effectiveness, and inform programme design and refinement. The team collaborates closely with partners such as GovTech, AI Singapore, A*STAR, academics, and healthcare clusters to apply advanced analytics, predictive modelling, and AI solutions in real-world public health settings.

What you will be working on

As a Business Analyst in the DSA team, you’ll support national health programmes through strong business engagement and applied analytics expertise.  


You will conduct programme analytics and impact evaluation by translating business requirements into analytics scope and analysing user engagement patterns across Healthier SG and HPB programmes using digital and wearable device data.

You will track programme performance through data visualisation tools like Power BI and apply statistical techniques and machine-learning methods to assess programme impact on health behaviours and outcomes.

You will translate analytical findings into actionable recommendations for programme design, developing compelling visualisations and presentations for both technical and non-technical stakeholders.

Additionally, you will lead analytics and data visualisation projects with internal teams and external vendors, supporting project planning and delivery to ensure alignment with business objectives.

What we are looking for

An ideal candidate will be a dynamic and self-motivated individual with at least 3 years of working experience in business analytics or data analysis roles.  Interest in digital health and healthcare will be an added advantage. The candidate should also possess:

·       Bachelor / Master / PhD in Business Analytics, Statistics, Data Science & Analytics, Public Health or related quantitative field from recognised university.

·       Strong foundation in data visualisation e.g. Power BI and statistical analyses (e.g. hypothesis testing, difference-in-difference analysis)

·       Working proficiency in fundamental machine learning techniques (e.g. clustering, regression).

·       Proficiency in programming languages (e.g. SQL, Python, R, PySpark).

·       Experience with cloud-based analytics platforms and tools (e.g. Microsoft Azure, Hadoop, Spark ecosystems),

·       Strong business acumen, with the ability to connect data insights to programme and organisational objectives.

·       Excellent communication skills, with the ability to present complex findings clearly and persuasively.

·       Self-directed and comfortable framing analytical questions, selecting appropriate methods, and deriving insights independently.

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure subject to meeting criteria​.
