What you will be working on
Programme evaluation drives better value, performance, and accountability across the Public Service. This is especially important given our scarce resources. You will propose recommendations to improve the Programme Evaluation Framework for MOF-Family, performing the following tasks:
Framework Development
• Landscape scan of Programme Evaluation Frameworks of local and international companies and/or government agencies
• Recommend improvements for MOF-Family’s current Programme Evaluation Framework, including review of existing documentation and evaluation reports
Implementation planning
• Develop a proposed implementation roadmap for the framework, including timelines, resourcing needs and change management considerations
• Design evaluation guidelines, templates and user manuals to facilitate pilot testing of the revised framework with selected projects
Stakeholder Engagement
• Conduct consultations with programme managers and policy officers across MOF family agencies to gather requirements and validate framework components
• If required, present findings to senior management and working groups
Depending on the team’s needs, you may also expect to support and/or gain exposure to the team’s other ongoing work.
What we are looking for
• Good analytical, writing and communication skills
• Experience with stakeholder engagements
• Keen interest in programme evaluation and/or research
• Preferably have academic and/or working experience in programme evaluation and/or research
