Senior Manager (Projects), NE CDC

What the role is

Key duties and responsibilities that need to be performed to meet the primary objective of the job. This will include the important result areas (what) along with the rationale (why).

• Assists General Manager in formulating, implementing and reviewing plans for the development of CDC to achieve community goals.

• Generates innovative programmes to promote community bonding and social cohesion in the GRC and work with the Constituency GCDs, CDs and CO staff to encourage and help the GROs to implement these programmes

• Work closely with the GRLs, Constituency GCDs, CDs and CO staff in providing social and employment assistance to the needy within the GRC.

• Plan and implement community programmes for the needy by initiating collaborations among CDC functional committees, GROs and community stakeholders within the District.

• Conducts regular meetings with Managers to co-ordinate the deployment of resources for programmes and projects to achieve greater output with the existing resources.

• Develops an in-depth knowledge of the characteristics of each of the Division in the
GRC and identifies opportunities for inter-Division and CDC co-operation

• Coordinates the recruitment, appointment and reappointment of CDC District Councillors and Co-opted members to ensure a high-level of involvement and minority-group participation.

• Provides administrative/logistical support and guidance to the Council, GROs and project joint partners to facilitate effective implementation of their activities.

• Coordinates and develops joint projects/centres with Voluntary Welfare Organisations (VWOs), schools, government bodies and non-government organisations.

• Develops and executes CDC district level projects across constituencies.

• Formulates workplans and budgets with District Councillors of Functional Committees in the CDC.

• Develops, supervises and guides CDC Managers and Executives in the daily operations of the Council to carry out tasks efficiently so as to achieve CDC’s targets.

• Submits progress reports on the Functional Committees, provides feedback, and recommends changes and improvements to the Council, thereby facilitating communication and coordination between the Functional Committees and the Council.

• Submits progress reports on the Council to PA Headquarters, thereby facilitating communication and coordination between the Council and PA.

• Provides administrative and logistical support to projects organised by PA Headquarters.

• To work with the corporate team to generate media releases for CDC/GROs community programmes to be covered by the media.

• Provide accurate record of the Council meetings, Functional Committee meetings and District meetings in minutes.

Knowledge & Skills

Significant extracurricular involvement and or leadership

At least 2 years of relevant working experience
