Sector Strategy and Development (SSD) is a central policy directorate within the Ministry of Social and Family Development (MSF) that oversees sector-wide policies and programmes to ensure (a) sustainable and well-planned services; (b) a competent and future-ready workforce; (c) future-ready social service agencies that deliver quality services, and (d) a well-resourced sector with active contributions from the community.
Under SSD, the Manpower Policy and Planning (MPP) division identifies sector-wide manpower challenges using analysis of manpower trends. This allows for informed policies and schemes designed to ensure sufficient and capable manpower, by building sustainable pipelines, improving attraction and retention, and strengthening capabilities of the social service workforce.
What you will be working on
You will lead a dynamic team overseeing sector-wide workforce optimisation strategies to enable sustainable service delivery and long-term growth in the social service and early childhood sectors. You will play a critical role in shaping how services across different domain areas (e.g. family, children and youth, disability) are designed upstream by providing central stewardship over sector manpower considerations. Your key responsibilities include:
• Drive strategies and initiatives to optimise the sector’s workforce composition, leverage alternative manpower sources and achieve greater manpower efficiency.
• Establish staffing model design principles, standards and benchmarks to enable coherent and robust translation of service delivery models to staffing requirements.
• Advise leadership and programme divisions on trade-offs between service ambition, professional practice and system-level manpower pressures, to ensure that service delivery is manpower-enabled.
What we are looking for
• Ability to manage a team, preferably with at least 2 to 3 years of supervisory experience.
• Good understanding of Singapore’s social service sector/ landscape would be an advantage.
• Strong data analysis, systems-thinking and policy development skills; able to distil critical issues and sense-make from complex and wide-ranging information to arrive at effective policy solutions and recommendations.
• Strong interpersonal, stakeholder engagement and project management skills; excel at working with people of all levels and able to build good collaborative relationships with internal and external stakeholders.
• Strong verbal and written communication skills.
