The Programme Lead of the Sector Future Technology Division will drive the MSF’s future technology roadmap for the Singapore Social Service & Early Childhood sectors. You will be responsible for scanning the horizon for emerging technologies and translating them into tangible solutions that enhance the lives of beneficiaries, empower social service professionals, and modernize sector infrastructure. You will report to the Director/Sector Future Technology Division under the Strategy, International and Research group.

What you will be working on
1. Technology Horizon Scanning & Strategy
a. Identify and evaluate emerging technologies in one or more of the following three pillars, ensuring strong linkage to problem statements and value:
• Client-Centred Tech: e.g., VR for elderly cognitive therapy, AI-driven mental health bots, or Assistive Tech for PWDs.
• Professional Empowerment: e.g., decision support systems for social service professionals, predictive analytics for early intervention, and productivity tools.
• Smart Facilities: e.g., IoT sensors for fall detection in welfare homes
b. Curate and prioritise High-Impact Use Cases with stakeholders within MSF and the wider social sector
2. Ecosystem Building & Partnership Curation
a. Develop and nurture a "Social-Tech Ecosystem" by engaging with Big Tech companies, local startups, and Research Institutes
b. Establish innovation hubs for co-creation with SSAs, tech companies and academia
3. Sandbox Management & establishing Proof-of-Concept (POC)
a. Conceptualise, implement and sustain a Future-Tech Sandbox
b. Define Success Metrics for POCs, ensuring they are evaluated not just on technical feasibility, but on social outcomes and ethical considerations.
c. Manage the portfolio of projects to prioritise investment decisions and divest if needed.
4. Scaling & Sector Deployment
a. Design the "Go-to-sector" strategy for successful POCs to be deployed across the wider social service sector to drive adoption through change management and various levers.
b. Develop enablers (funding mechanisms, sandboxes, procurement pathways) to accelerate deployment and scale.
What we are looking for
To excel in this role, a candidate needs a "T-shaped" profile: deep technical curiosity combined with broad empathy for social issues.
• Experience: 8–10 years in Tech Management, Digital Transformation, or Corporate Innovation. Experience in a "Startup Incubator" or a Government Digital Office is a significant advantage.
• Experience in modern product development such as Agile, and Product-Centric Development will be strongly preferred.
• Tech Literacy: Ability to "talk tech" with developers while explaining "value add" to social workers.
• Stakeholder engagement: Ability to influence leaders in public service and the social service and early childhood sectors
• Empathy-Led Design: Experience in Design Thinking or User Experience (UX) research
• Relevant qualifications in Computer Science, Information Systems, Business Analytics, or Social Sciences with a strong minor in Technology.
• Professional certifications in Systems & Strategic Thinking, product management or design are preferred.
