What you will be working on

Responsibilities The Challenge The operating environment of the Public Service is undergoing fundamental and rapid change. As the needs and aspirations of our workforce change, we need a transformative approach to employee experience – one that places officers at the centre and integrates across HR, technology, and workspace ecosystems. In particular, we want to transform: • How we work to achieve greater productivity, agility and innovation; • The skills and mindsets of our workforce to ensure our people can continue to thrive; • Our workplace towards one that is flexible and collaborative, with strong support for officers’ well-being so that they can flourish. Key Responsibilities Reporting to the Deputy Director, you will drive specific employee experience workstreams that directly impact public officers' daily work lives. You will be responsible for implementing, monitoring and refining initiatives to enhance the lived experience of public officers by transforming how we work (purpose and productivity), our workforce (career mobility and flexibility), and our workplace (flexibility, collaboration, and care). This involves collaborating with internal and external stakeholders across domains such as human resources, organisational development, technology, well-being, workplace design, and policy. You will be part of a dynamic and passionate team working towards transforming employee experience across the Public Service. [Specific Areas of Responsibilities] Programme Implementation and Management – You will implement and manage two to three major employee experience initiatives from the team's portfolio, which may include Well-being@Gov, CoWork@Gov, Well-being Ambassadors Programme, and/or Workpal. This involves project planning, stakeholder coordination, progress monitoring, and outcome measurement to ensure initiatives meet their targets and deliver meaningful impact to public officers. Research and Analysis – You will conduct user research, surveys and focus group discussions to identify micro-frictions in employee experience and gather insights on officer needs. You will conduct data analysis and other feedback mechanisms to inform strategy refinement and propose evidence-based solutions to enhance officer experience. Stakeholder Engagement and Partnership Management – You will work directly with agencies across Whole-of-Government, technology partners, policy teams, and external vendors to implement employee experience initiatives. This includes facilitating workshops, coordinating cross-agency efforts, and ensuring alignment between different stakeholders' objectives and timelines. Policy and Process Design – You will contribute to the development and refinement of HR policies, frameworks and processes that support enhanced employee experience outcomes. This includes translating strategic directions into operational guidelines, standard operating procedures, and implementation toolkits for agencies. Training and Capability Building – You will design and deliver training programmes for Employee Experience practitioners across agencies, ensuring they have the skills and knowledge to enhance employee experience within their organisations. This includes developing training materials, facilitating sessions, and measuring learning outcomes.

Requirements We work in a dynamic environment where you'll need to balance multiple priorities whilst maintaining focus on outcomes that matter to public officers. Applicants should be comfortable with ambiguity, action-focused, and willing to explore new ideas and concepts to deliver desired outcomes. You should have a dare-to-try attitude to forge ahead, and be quick to pivot and adjust as needed. Key Competencies Required • [Thinking Clearly and Making Sound Judgements]: Strong analytical, critical and strategic thinking abilities. Able to work with ambiguity and loosely defined problem spaces, and investigate to sense-make, propose and implement sound and timely solutions. You would be required to analyse issues and trends, propose actions or solutions and manage end-to-end activities for policy intervention. • [Working Effectively with Stakeholders]: Work closely with other internal and external stakeholders, to understand their context and collaborate effectively on implementing pilot initiatives. Influence and mobilise all parties to see beyond individual goals towards a collective purpose, and co-create solutions for the common good of improving workplace experience for public officers. • [Creative Thinking and Problem Solving]: Contextualise and apply design thinking methodologies and processes to uncover insights and solve specific challenges around enhancing Public Service employee experience. You would be required to demonstrate creativity in generating solutions to complex issues. • [Clear and Concise Writing]: Able to put together logical, articulate and concise proposals to aid strategic decision making and policy interventions in a timely manner. You should demonstrate strong clarity of narrative and messaging in your writing. Domain Expertise: Applicants who have knowledge/experience in either of the following domains would have an advantage: • Expertise within Organisational Development, HR and Well-being domains would be advantageous. Prior experience in stakeholder engagement and a strong understanding of human behaviour would also be useful. • Experience in Data Analytics would be advantageous as we seek to derive data/evidence-based insights from our user research. • Prior familiarity or experience in working with AI/ productivity technologies would be valuable.
