Deputy Director (Infrastructure Services), IDTD

The Deputy Director (Infrastructure Services) ensures PUB’s IT operational continuity by leading the delivery of enterprise-wide IT shared services. This includes managing end-user support for over 4,000 PUB officers and contractors, and overseeing the availability and reliability of more than 50 IT systems hosted across the Government Data Centre, Government Commercial Cloud (Confidential and standard), and PUB’s on-premise server rooms. Unlike the SAD (Network and Hosting) role—which focuses on infrastructure design, cloud architecture, network security, and hosting operations—the DD role emphasizes service delivery, technical oversight, and leadership to ensure seamless, efficient, and compliant IT service operations across the whole of PUB.

1. Technical Leadership: Provide technical guidance and escalation support for complex issues during system build, migration, and cutover activities. 2. IT Infrastructure Management: Lead the planning, implementation, and continuous improvement of PUB’s IT infrastructure—covering both on-premises and cloud environments—to ensure it is secure, scalable, and cost-effective. 3. IT Services and Project Management: Oversee end-user computing services and lead the execution of GovTech-directed infrastructure initiatives. This includes managing service desk operations, device lifecycle, and IT contracts to ensure timely execution, cost efficiency, and strategic alignment. 4. Cybersecurity & ICT Governance: Drive the adoption of IT security initiatives across all IT infrastructure, ensuring effective risk management, compliance with policies such as IM8, and alignment with internal IT security polices and frameworks. 5. Technical Leadership & Capability Development. Provide technical guidance and mentorship to infrastructure and cloud specialists, supporting both routine operations and strategic initiatives

Education & Relevant Experience • Bachelor’s degree in information technology, Computer Science, Engineering, Cybersecurity, or Business Management. • 15+ years of IT experience, with at least 5 years in management capacity. • Experience in the public sector or robust ICT experience in the private sector, preferably in the development, implementation and deployment of ICT plans and activities for Cloud Infrastructure Implementation and Operations. • Successful candidate needs to demonstrate either deep or broad (or both) level of technical expertise in the area of Infrastructure Services, with appreciation in one or more areas of Infrastructure Management, Cloud Computing and DevOps Engineering concepts. Specific Skills (Knowledge, skills and abilities) • Strong understanding of IT infrastructure architecture, risk management, and compliance. • Certification in a Cloud Technology platform (either in Architecture, DevOps or System Administration/ SysOps track) preferred. • Knowledge of ICT operations in public and private sectors. • Good written and communication skills.
