What the role is

Residential Support and Licensing (RSL) Division licenses and manages MSF-funded social services for lower-income or vulnerable individuals and families (including children and young persons, homeless, the destitute, the elderly). Residential Partnership & Licensing (RPL) Branch under RSL licenses and inspects social residential facilities under MSF to ensure the safety and welfare of the residents and raise the standard of care in these facilities. The team also ensures effective implementation of service models that are aligned with policy intent, and service manage Transitional Shelters, Sheltered Homes, Welfare Homes and Therapy Hubs.

What you will be working on

You will be part of a team who will be working closely with other Divisions in the Ministry, executive volunteers as well as operators and stakeholders of the residential facilities. We are looking for passionate and committed officers to join us. This position offers an excellent opportunity to shape stakeholder relationships and contribute to impactful community outcomes whilst developing expertise in engagement strategy and cross-sector collaboration. Responsibilities • Conduct inspections/audits on social residential facilities and check on compliance with existing legislation, regulatory requirements and service models. • Manage feedback and incidents, monitor programme and care standards, and support capability-building efforts. • Involved in the selection of service providers and engage Advisers/community partners and collaborate with various stakeholders for the purpose of setting up new facilities. • Provide secretariat and administrative support under the Board of Visitors, National Adaptation Plan and Heat Resilience Workgroup (including organising of meetings, compilation of meeting materials, minutes-taking, visits coordination, etc.) • Conceptualise, plan, and implement comprehensive engagement sessions that drive meaningful dialogue and collaboration across diverse stakeholder groups. • Any other duties assigned by supervisor.

Able to work well in a team and fast-paced environment • Keen interest in working with the residential care sector and co-create solutions with stakeholders
