What the role is

As the Assistant Director (Global Partnerships and Engagement) in the Global Partnerships and Engagement Division, you will be responsible for advancing the agency’s international, regional and bilateral relations with overseas counterparts and stakeholders. This role that involves leading specific projects and overseeing a portfolio comprising a set of bilateral and multilateral partners. It may also include mentoring junior staff across the division's international engagement portfolio.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Officer is responsible for supporting and advancing CDA’s international and bilateral relations with overseas partners.

Strategy and Analytical Responsibilities

  • Oversee strategic approach for assigned bilateral and multilateral partners, including building counterpart networks and conducting research to support relationship-building that meets organisational objectives

  • Develop clear recommendations on agency's engagement approach, particularly for senior leadership interactions, transforming complex information into actionable strategic guidance

  • Maintain active tracking of international trends and identify emerging partnership opportunities to inform strategic decision-making

  • Conduct strategic analysis and performance evaluation of existing partnerships, MOUs and collaborative agreements to ensure optimal value and alignment with agency goals

  • Work with technical divisions to establish agency positioning on technical matters and collaborate closely with MOH to ensure coherent engagement strategies

  • Provide guidance and mentorship to junior staff on international matters and strategic assessment approaches

Operational & Implementation Responsibilities

  • Manage day-to-day activities for assigned geographical or multilateral portfolios, maintaining active bilateral relationships and multilateral organisation engagement

  • Support MOU development, implementation, monitoring and comprehensive documentation

  • Prepare comprehensive briefing materials and talking points for senior leadership engagements

  • Provide end-to-end operational support for high-level visits, including detailed planning, logistics coordination and systematic follow-up activities

  • Facilitate cross-divisional coordination on technical cooperation initiatives within assigned portfolio

  • Lead project teams and ensure deliverables meet agency standards and requirements within established timelines

What we are looking for

  • At least 10 - 12 years of relevant experience, preferably in government agencies or healthcare institutions handling international relations

  • A keen interest in Singapore's communicable diseases policies, global health issues and international affairs

  • Meticulous individual with strong analytical competency

  • Resilient individual who enjoys working in a fast-paced and dynamic environment

  • Team player who is self-motivated to initiate and see through projects

  • Excellent interpersonal and networking skills

  • Excellent written and verbal communication skills

  • Background in public health and international relations or related disciplines will be an advantage

  • Willingness to travel overseas for work
