What the role is

The job holder’s primary focus are on (1) developing, maintaining and executing the Cyber Crisis Readiness Framework; (2) co-developing the Cyber exercise to deliver realistic scenarios and translating the lessons learnt into actionable outcomes for subsequent exercises and/or fine-tuning of the policies; (3) Co-developing targeted training and awareness programs to key stakeholders across MHA; and (4) contributing to the identification and assessment of potential cyber crisis scenarios and risks, and working with relevant teams to propose appropriate mitigation strategies.

What you will be working on

The principal accountabilities of the jobholder include (but not limited to): • Define and design the cyber readiness framework by working closely with internal and external stakeholders to understand and analyse the threat trend and to put in place the implementation strategy for enterprise-wide mitigation measures across the Home Team Departments. • Directly support the Deputy Director in implementing and operationalizing the MHA-wide cyber crisis readiness framework, including policies, procedures, and playbooks, ensuring alignment with industry best practices and regulatory requirements. • Co-develop, plan and design, various cyber crisis exercises and simulations together with HTX’s exercise team (e.g. phishing exercise) and translate the lessons learnt into actionable outcomes for subsequent exercises and/or fine-tuning of the policies. • Develop and deliver targeted training and awareness programs to key stakeholders across MHA, enhancing their understanding of cyber crisis roles, responsibilities, and response protocols. • Contribute to the identification and assessment of potential cyber crisis scenarios and risks, and work with relevant teams to propose mitigation strategies.

What we are looking for

• Tertiary qualification in computer science, computer engineering or equivalent, preferably with a major in cybersecurity. • Professional certifications such as CISSP, CISM would be advantageous. • Preferably at least 8 years of working experience, with at least 3 years in a cybersecurity or policy governance role. • Familiarity and experience with the Cybersecurity Act, Cybersecurity Code of Practice (CCoP) and public sector policies would be a bonus • Able to work independently as well as a good team player • Good interpersonal skills and negotiation skills • Able to work within tight deadlines • Good writing and communication skills • Good analytical and critical thinking skills All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
