What you will be working on

The Sustainability section of the Strategic Planning and Organisational Transformation Division is responsible for the development of strategies to prepare the MOT Family for future mobility challenges and opportunities, particularly in the areas of sustainability, research and development and inter-modal connectivity. The Division also coordinates strategic planning and transformation work across the MOT Family. The DD(Sustainability) will oversee cross-cutting sustainability issues in the MOT Family, to promote alignment between the MOT family’s agenda and interests with the national and international sustainability agenda, and anchor a culture of environmental sustainability within the organisation. As part of the team, you are expected to: a) Work with MOT Statutory Board counterparts to:   • Oversee cross-cutting issues in decarbonisation and sustainability strategies across the air, land and sea transport domains   • Coordinate and develop policies and plans supporting Singapore’s national commitments, e.g. under the Singapore Green Plan, and emissions targets under Singapore’s Nationally Determined Contributions, including to support the development of relevant emissions projection models to inform planning efforts     • Oversee roll-out of key decarbonisation measures, including to ensure proper emissions accounting, verification and reporting, e.g. electrification plans in each transport domain    • Monitor global market and technology developments, and review strategies or formulate new strategies and plans to address emerging challenges   b) Work with other MOT divisions, MOT Statutory Board counterparts and WoG agencies on international climate change issues to: • Coordinate and develop policies supporting Singapore’s national and international commitments, e.g. ICAO’s and IMO’s long-term decarbonisation goals, and Singapore’s bilateral/plurilateral Green Economy Agreements   • Support international climate negotiations on sustainable transport, in particular at the UNFCCC, International Maritime Organization (IMO) and International Civil Aviation Organization (ICAO)   c) Provide staffing to MOT principals for key international for a to safeguard and advance Singapore’s interests  d) Work with other MOT divisions and MOT Statutory Board counterparts to: • Coordinate and develop plans to reduce greenhouse gas emissions under GreenGov.SG, including public transport facilities and operations   • Encourage the adoption of sustainable practices by external stakeholders   • Raise awareness of sustainability topics within the MOT Family   • Build relevant capabilities in the MOT Family

What we are looking for

• Degree in engineering, environmental studies, public policy, or international relations preferred • At least 6 years of experience in the public service, or organisation of similar scale and complexity, with experience dealing with large organisations and stakeholders • Experience in international relations and/or negotiations will be beneficial • Team leadership experience will be a plus Candidates should be personable and possess the ability to engage with diverse stakeholder groups, including foreign stakeholders. Candidates should possess adaptability and resilience to cope with changeable situations. Candidates should have an interest in sustainability, climate change and geopolitical issues.

The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB).
