What the role is

Science, Technology, and Engineering (STE) are pivotal in modernizing public service delivery, as well as driving innovation and efficiency in the public sector. By integrating STE, cutting-edge solutions and strategies that address complex societal challenges are made possible, significantly improving the quality of life for our citizens. This role is with the People and Capability Development Directorate in the Public Sector Science and Technology Policy and Plans Office (S&TPPO). The team develops and implements HR strategies and levers to strengthen capability development and the career value proposition for public service STE professionals. The incumbent plays a pivotal role in developing and driving the implementation of key policies and strategies to strengthen the Science, Technology, and Engineering (STE) workforce in the Public Service. Reporting to senior leadership, the incumbent shapes and drives data-driven, forward-looking policies that align with national science, technology, and engineering objectives.

What you will be working on

Policy and Strategy Development • Develop and refine strategic HR policies and frameworks to strengthen the STE workforce in the Public Service. • Guide the implementation of workforce strategies and policies across agencies to ensure consistency and alignment with national objectives. • Analyse workforce trends, organisational indicators, and policy impact to support data-driven decision-making. • Lead workforce planning efforts, including identifying and addressing critical workforce risks such as skills gaps and talent pipeline challenges. • Ensure alignment between STE workforce strategies and national initiatives, including broader industry transformation and talent development efforts. Stakeholder Engagement & Collaboration • Partner with agencies to drive organisational change efforts related to workforce strategy and capability-building. • Collaborate with MOM, MOE, and other key stakeholders to influence upstream talent pipeline policies and initiatives. • Engage cross-agency stakeholders to design and refine long-term workforce strategies, ensuring a future-ready STE workforce for the Public Service. Governance and Reporting • Define and guide the adoption of key performance indicators (KPIs) and metrics to assess the impact of workforce policies and strategies. • Develop data-driven insights and policy recommendations through workforce trend analysis, strategic reviews, and reporting to inform senior management decision-making. • Drive policy innovation by identifying and addressing gaps or inefficiencies, ensuring policies remain relevant and responsive to evolving workforce needs. Key Deliverables • Annual reviews of the STE workforce landscape with data-driven insights and proposed policy interventions. • Strategic papers on organisational development (OD), organisational effectiveness (OE), and policy recommendations to enhance the STE workforce. • Scenario-based workforce planning frameworks to anticipate and mitigate future talent risks, ensuring workforce resilience.

What we are looking for

• Proven experience in policy development and strategic planning, preferably within the public sector or related fields. • Proficiency in project management with a history of overseeing complex, multi-stakeholder projects. • Excellent communication and interpersonal abilities, capable of engaging effectively with diverse stakeholders. • A deep understanding of the challenges and opportunities related to the STE workforce in the public sector. • Relevant academic qualifications in public policy, human resources, science and technology, or related disciplines

We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
