What you will be working on
The work scope will include:
Professional standards
• Staff projects relating to professional standards, including reviews of ethical and aesthetics guidelines. These may entail in-depth policy thinking and policy writing, independent research and horizon scanning.
Professional conduct - complaints and disciplinary
• Advise Committees comprising healthcare professionals, legal professionals and laypersons on calibrated avenues of action and investigative steps, working closely with the Investigation Division and Legal Division. As Committee members are volunteers with busy full-time jobs, they typically rely on Secretariat to:
o Study in detail voluminous case materials including medical records, distil material facts, summarise key points, provide analysis and propose next steps.
o Strike a fine balance between under- and over-investigation, and ensure that expert opinions are only sought when appropriate and in a targeted manner.
o Ensure the soundness of decisions, including identifying relevant legal tests/thresholds and assessing whether these are met.
• Draft rigorous reports that can withstand external scrutiny, including by the Courts.
• Monitor timelines of all cases and take necessary measures to ensure adherence to statutory timelines stipulated in legislation.
• Prepare robust justifications for extensions of time (EOTs) to the High Court, where needed, to ensure successful EOT applications.
• Work with external and internal legal counsel to draft charges, obtain expert opinions and prepare submissions for disciplinary inquiries and appeals to the High Court.
• Analyse information from other authorities/agencies relating to the conduct of healthcare professionals and make recommendations on appropriate courses of action.
Training
• Draft materials for Committee members which share and analyse topical issues / contemporary developments and disseminate best practices and learning points from past cases.
• Organise training sessions for Committee members.
General
• Sensitively manage communications with complainants, healthcare professionals, media, the public and public agencies.
What we are looking for

- Self-motivated with the ability to manage multiple assignments and tight deadlines
- Willingness to work beyond office hours during peak periods
Experience in one or more of the following would be useful, though not required:
- Public sector regulatory roles
- Legal sector, including paralegal work
- Healthcare or life sciences industry
- Insurance claims adjudication and underwriting
