What you will be working on
As a Deputy Director in the Policy Office, you will lead a team in developing and reviewing policies and legislation to enhance access to justice and community legal services, including:
(i) The provision of civil legal aid and criminal legal aid, to support vulnerable persons and persons of limited means in accessing legal services;
(ii) The community disputes resolution framework, to support the amicable resolution of community disputes through community mediation services;
(iii) The provision of public trustee services, to support persons of limited means to manage deceased estates and un-nominated CPF monies;
(iv) The insolvency framework, to balance the interests of insolvent persons, creditors, and the wider society;
(v) The regulation of moneylending and pawnbroking, to ensure safe access to credit for the vulnerable; and
(vi) The supervision of precious stones and metals dealers, to counter money laundering, terrorism financing, and proliferation financing.
In carrying out your role, you will engage key stakeholders and industry players, gather feedback, and conduct research and analyse data. You will work closely with the operational departments within MinLaw, such as the Legal Aid Bureau, the Public Defender’s Office and the Insolvency and Public Trustee’s Office, and also with external agencies and stakeholders, such as the Judiciary and Pro Bono SG. You will also need to assess and develop funding proposals, legislative amendments, public communications plans etc as part of policy and programme implementation. The ability to understand and assimilate divergent views across strategic imperatives, policy considerations, and operational implications will be critical.
You will supervise a team of policy officers and guide them in the above tasks.
Beyond policy work, officers may have the opportunity to be exposed to other portfolios within SPPD, such as strategic planning and transformation work, taking into consideration the officer’s competencies and development needs, as well as organisational needs.

Successful candidates will be offered a 1-year contract in the first instance.
