Strategic Planning & Digital Transformation Leadership
• Lead the Group's digital transformation roadmap and cross-cutting initiatives that span multiple departments and operational areas.
• Conduct comprehensive landscape studies to understand operational challenges, evolving needs, and market trends.
• Analyse research findings to identify key insights that inform strategic decision-making.
• Work collaboratively with key stakeholders to redesign processes, envision future operational states, and define strategic and operational metrics.
• Coordinate for HDB Digital Steering Committee secretariat operations and facilitate strategic decision-making processes.
• Develop and implement comprehensive digital transformation strategies aligned with organisational goals.
• Lead HDB AI and Digital Initiatives Track, ensuring strategic alignment and effective implementation.
• Coordinate HDB ICT Planning including Digital Blueprint development and mapping of departments' product offices with defined timelines.
• Perform feasibility studies and cost analyses to determine the viability of centralised/ synergised new products and initiatives.
• Continuously scan the market for ICT trends and tools that support operations transformation, enhance user experience, improve organisational efficiency, strengthen ICT service reliability, and drive operational excellence.
• Serve as coordination hub for strategic planning initiatives and facilitate steering committee activities to ensure alignment across departments.
Centralised Product Development & Innovation
• Generate creative and innovative ideas and concepts for new products that address identified operational needs and market opportunities.
• Define comprehensive roadmaps based on vision and product specifications, including detailed design parameters, feature requirements, and performance criteria.
• Create prototypes and conduct testing to validate product designs, test hypotheses, and verify functionalities.
• Analyse resulting data to inform product refinements and improvements.
• Experiment with emerging ICT solutions and tools, systematically evaluating their effectiveness and potential for organisational implementation.
• Manage the procurement of required software, systems, and services essential for product development initiatives.
• Evaluate and actively manage project risks encompassing timeliness, budget constraints, quality standards, and compatibility with HDB's operational environment.
• Facilitate seamless handover of pilot deployments to operations departments, ensuring smooth integration and successful expansion.
• Execute comprehensive procurement activities in accordance with established guidelines and best practices.
Cross-Departmental Coordination & Integration
• Coordinate Group and Department digital planning and operations meetings, ensuring strategic alignment across all business units.
• Coordinate Group ICT meetings, including agenda preparation, stakeholder engagement prior to meetings, and ensuring all relevant parties are informed and aligned.
• Monitor project progress and implementation status, providing regular updates to management and stakeholders.
• Conduct follow-up actions from meetings and ensure timely completion of assigned tasks and deliverables.
• Collaborate effectively with cross-functional teams to harness synergistic opportunities for backend systems integration.
• Coordinate with diverse teams to address centralised product updates and enhancements, ensuring continuous improvement and optimal performance.
• Work closely with cross-functional teams and service providers to pilot new technologies that deliver tangible benefits to the Group.
• Engage with stakeholders across the organisation to align ICT initiatives with organisational goals and strategic priorities.
Innovation & Technology Piloting
• Develop pilot projects that showcase cross-departmental synergies and integration opportunities.
• Pilot emerging technologies (AI, automation) to assess their suitability for HDB operations.
• Evaluate vendor solutions and platforms through controlled pilot environments.
• Test integration capabilities with existing HDB systems and processes.
• Coordinate bottom-up technology idea formulation and innovation framework development.
• Network with GovTech and industry players for Proof-of-Concept (POC) projects and collaborative initiatives.
Digital Capability Development & Change Management
• Work with stakeholders across the Group to improve digital literacy and skills through targeted training programmes and capability-building initiatives.
• Develop and implement strategies to enhance digital competency levels across Group.
• Facilitate knowledge transfer and best practice sharing to build organisational digital capabilities.
• Support change management initiatives to drive digital adoption and transformation across the Group.
• Implement effective change management strategies to ensure successful project adoption across the Group.
• Use pilot projects as change management tools to demonstrate benefits and build user confidence.
• Create success stories and case studies to support broader digital transformation initiatives.
• Collaborate with stakeholders on culture building and competency development.
System Maintenance & Support
• Take responsibility for deployed centralised system design and functionalities, ensuring optimum performance and reliability across all platforms.
• Perform routine and corrective maintenance activities, including software enhancements, bug fixes, comprehensive testing, and system commissioning.
• Conduct detailed analyses on system functionalities to identify improvement opportunities and operational efficiencies.
• Gather and address user feedback systematically, identify operational challenges and gaps in centralised systems, and implement targeted improvements.
• Collaborate with departmental System Administrators to harness synergistic opportunities and expedite enhancement implementation.
• Evaluate, prioritise, and manage enhancement lists to ensure strategic alignment and resource optimisation.
Quality Assurance & User Experience
• Conduct comprehensive user testing and monitor post-launch product performance metrics.
• Gather structured user feedback and implement data-driven enhancements to improve user satisfaction.
• Manage all centralised product documentation including technical specifications, user manuals, and change management collaterals.
• Maintain and regularly update product documentation to reflect current system capabilities and procedural changes.
Strategic Planning & Governance
• Coordinate the Group Digital Work Plan, ensuring alignment with strategic objectives and operational requirements.
• Work collaboratively with departments on prioritisation of digital projects and coordinate regular updates to enable close monitoring of progress and outcomes.
• Conduct comprehensive monitoring and gap analysis of digital transformation initiatives.
• Framework review and sustainability planning for digital transformation journey.
• Benchmarking against global digital transformation leaders and industry best practices.
• Stay current with industry trends, emerging technologies, cybersecurity developments, and advancements in product development methodologies.
• Apply industry best practices and standards to all development and implementation activities to ensure the organisation remains competitive and secure.
Data Management
• Support the Chief Data Officer in managing HDB's data assets, ensuring data quality and fitness for use.
• Assess data requests ensuring appropriate access controls and data governance compliance.
What we are looking for
• Background in Information Technology, Computer Science, Data Science, or related field.
• Minimum 5-7 years of experience in digital transformation, strategic planning, or technology coordination roles.
• Proven track record in cross-departmental project coordination and change management.
• Experience in AI/ digital development, implementation, governance and management preferred.
• Understanding of AI/ digital development lifecycle, from proof-of-concept to production deployment.
• Knowledge of AI ethics, governance frameworks, and responsible AI implementation practices.
• Experience in government or large organisation digital transformation environments preferred.
• Relevant certifications in project management, digital transformation, change management, or AI/ML advantageous.
Successful candidates will be offered a 1+1 year contract in the first instance. Conversion to perm is dependent on good performance.
