What Partnership Lab Does The Partnership Lab serves as National Youth Council's strategic engine for relationship building and collaboration development with NYC's diverse stakeholder network. We do not just create partnerships - we architect meaningful collaborations that generate lasting impact for Singapore's youth community. Our mission extends beyond traditional partnership management. We curate diverse opportunities through strategic stakeholder engagement, utilising grants as key levers to create mutual value and drive shared outcomes. What you will be working on

As a Manager (Partnership Lab) with the Ground-up Partnerships team, you will play a crucial role in the following: Stakeholder Management and Partnerships • Build sector knowledge and networks: Understand the youth landscape and connect with stakeholders, monitor trends, and identify emerging needs and opportunities that are not being addressed • Forge and manage partnerships: Engage organisations with complementary strengths and co-shape youth centric opportunities that deliver value for all parties • Drive impactful outcomes: Structure grants and support mechanisms whilst managing stakeholder relationships to ensure partnerships create real impact for young Singaporeans Programme Management and Youth Engagement • Manage Young ChangeMakers (YCM) programme: Oversee programme operations, maintain relationships with YCM curators and other key stakeholders, coordinate monthly youth pitches, and co-deliver activities that increase brand awareness • Develop action-led platforms: Plan and implement youth engagement platforms and initiatives that encourage and enable youth action across various programmes • Support youth project implementation: Connect youth-led ground-up projects to relevant networks, mentors, grants and other support to ensure successful youth-led projects • Support other Partnership Lab key initiatives: Work with other Partnership Lab teams to support key initiatives under the SG Youth Plan Grant Administration and Management • Administer grant lifecycle: Assess applications, grant closures and manage disbursements for youth groups and organisations, ensuring proper grant governance • Drive process improvements: Review and enhance grant processes such as YCM, and work with internal stakeholders to implement changes that improve overall user experience and operational efficiency • Manage data and reporting: Process, analyse and report on grant data to support decision-making and programme evaluation For the Senior Manager (Partnership Lab) position, you will be expected to take on all Manager responsibilities plus the following: • Lead sector analysis and youth action coordination: Conduct analysis of the youth landscape to identify emerging trends and gaps, while coordinating and leading youth action through strategies that engage and partner the broader ecosystem. Work with internal and external stakeholders to implement improvements that create effective pathways to drive youth-led initiatives. • Co-curate and drive Youth Action: Develop and coordinate youth action initiatives through both internal NYC programming and external partnership collaborations. Co-design youth-centric opportunities, structure supporting grant mechanisms, and manage stakeholder relationships to ensure initiatives deliver measurable impact and create positive outcomes for young Singaporeans • Oversee YCM programme development and improvement: Lead programme planning, process review, and comprehensive review of grant processes, while managing stakeholder relationships with internal partners. Implement systemic changes and transformational improvements that enhance programme impact, growth, user experience, and operational excellence.

What we are looking for

For the Manager role, we are looking for: • Partnership development skills with ability to identify opportunities, build partnerships, and manage diverse stakeholder relationships effectively • Programme coordination capabilities, with experience in planning, implementing and managing multi-stakeholder programmes with ability to work across different platforms • Excellent interpersonal skills, with the ability to build rapport and inspire trust with young people and stakeholders. • Strong communication and analytical skills including critical thinking and project management, with good ability in handling numbers. • Flexibility and willingness to adapt to evolving needs of youths and dynamic environment. • Team player who can also work independently with guidance. • Experience working with youth and/or supporting ground-up initiatives will be advantageous. • Availability to work on weekends when required. For the Senior Manager role, we are looking for: • Minimum 5-7 years in partnership development, youth engagement, or programme management with demonstrated success in stakeholder engagement and platform implementation, with preferably 1-3 years in a supervisory or managerial role. • Strategic partnership development and stakeholder engagement with proven ability to build relationships with diverse organisations, lead cross-sector collaborations and co-create youth-centric opportunities that deliver mutual value and measurable impact • Youth platform strategy and implementation including experience in designing and implementing youth engagement programming/initiatives, overseeing ground-up portfolio, and developing community ecosystems that enable scalable youth action • Team coordination and analytical capabilities with experience mentoring junior staff, synthesising stakeholder feedback, and developing process improvements while maintaining strong interpersonal skills with youth and partners • Grant structuring and funding coordination with ability to design grant mechanisms that support partnerships and youth action, moving beyond administrative processing to strategic funding approaches will be advantageous
