Senior Manager (Partnerships & Programmes), CS CDC
What the role is
What you will be working on
Strategise, Conceptualise, Develop, Execute and Manage Community Programmes
- Responsible to drive strategies, conceptualization, development, execution and management of the community programmes to ‘Aggregate Needs & Resources, Build Capabilities and Connect Communities’. These include curation, planning and development of programmes under the CDC’s Lifelong Learning Pillar to reach out to children, youth, families, adults and seniors within the Central Singapore district.
- Lead the Lifelong Learning team in project management and to implement large-scale signature programmes/events and national-level initiatives at the District level.
- Propose strategies to market, publicise and enhance awareness of the staple Lifelong Learning and SkillsFuture programmes under CS CDC.
- Oversee proper budgeting and allocation of resources to realise optimal utilisation of resources to achieve the programme outcomes and KPIs.
Develop networks of external stakeholders/partners
- Work closely with the Assistant Director and Deputy General Manager to build strong networks of external stakeholders/partners.
- Partner key stakeholders to identify community gaps and needs, develop joint collaborations and meet programme outcomes.
- Effective engagement and building of positive relationships with stakeholders (e.g., Primary and Secondary Schools, Institutes of Higher Learning, and other learning institutions), Social Service Agencies dealing with children and youths, Grassroots Organisations, and partners to achieve the desired outcomes.
- Plan and strategies volunteer recruitment, development and engagement for lifelong learning programmes.
Leadership and Training
- Lead, nurture and build capabilities of team members.
Other Duties
- To work with the Assistant Director and Deputy General Manager to achieve CS CDC-wide initiatives and outcomes.
- Undertake any other duties as assigned by the General Manager.

- Other ad-hoc duties not covered under main responsibilities and duties.
- Any other responsibilities deemed important to support the overall efforts to promote SkillsFuture programmes and lifelong learning.
- Participate in cross-team taskforce if required.
- Participate in cross-team building initiatives.
Knowledge & Skills
Minimum – Current or past work experience in education or public service sector. Candidate should preferably have relevant leadership experience and experience in development, management, and review of learning programmes.
Desired - A minimum of 2 years in a leadership position or equivalent relevant experience in addition to the above.
Others
- Prior experience in curriculum development and/or programme design is preferred.
- Able to work independently with minimal supervision.
- Good interpersonal and communication skills.
- Strong analytical and project management skills.
- Excellent proficiency in the English language, both verbal and written, as well as proficiency in a second language (e.g., Chinese, Malay or Tamil) will be advantageous.
- Knowledge of the education landscape in Singapore will be advantageous.
- Prior experience in working with children and youths will be advantageous.
