Senior Manager/Manager (Programmes)
What the role is
What you will be working on
1. Grant Curation
Partner with variety of stakeholders (e.g. government, private entities, social service agencies) to understand the sectoral landscape and identify “white spaces” to fund.
Curate grant programmes with partners to develop and scope projects that address local needs and are aligned with Tote Board’s funding mandate.
2. Assessment of Grant Proposals
Evaluate grant applications submitted on the OurSG Grants Portal (OSG), ensuring alignment to TB vision and strategic outcomes.
Prepare evaluation papers to seek approval from the relevant authorities.
Work with grantees to develop and implement impact measurement framework, including the development of Theory of Change and setting of performance indicators.
Prepare and communicate funding agreements for approved programmes.
3. Grant Management
Oversee the complete grant lifecycle from application to programme closure, including managing claims and disbursement and ensuring compliance with funding terms.
Build relationships with stakeholders, serve as the primary point of contact for grantees to provide ongoing guidance throughout the grant period.
Monitor the implementation of funded programmes, including the collection of data for analysis and tracking of outcomes and impact.
Collaborate with internal teams to provide regular progress updates on grant programmes and report impact findings to Senior Management, Board and agency stakeholders.
Work with Finance on claim monitoring and grant disbursements.
Support the Corporate Communications team with grant features in TB’s annual reports and social media platforms.
4. Others
Business process reviews
Other ad hoc projects to keep abreast of current industry practices and emerging trends (e.g. Artificial Intelligence-related projects).
What we are looking for
Requirements
Qualifications in relevant disciplines, including but not limited to Business Management, Public Administration, or Social Sciences.
Relevant working experience in partnership development, grants management, project coordination, or a similar role in the non-profit or public sector.
A team player with self-initiative and able to work independently.
Strong writing and presentation skills.
Good planning and organisational skills, with good attention to detail.
Ability to analyse and tackle issues from macro and micro perspectives to sense-make domain related information
Ability to analyse data using data processing tools, evaluate project outcomes, and make informed recommendations.
Ability to leverage data visualization and AI tools to enhance grant-making processes.
