What the role is

We are seeking a dynamic HR professional to support career development, talent management, and performance management initiatives at SLA. This role involves designing and implementing comprehensive frameworks that coordinates officers' career progression while building organisational capability across functional domains.

The successful candidate will support strategic talent management programmes, including structured career development opportunities such as job rotations and secondments. You will coordinate the development of competency frameworks, manage annual performance processes, and facilitate employee engagement initiatives to enhance the overall employee experience.

This position offers the opportunity to shape SLA's workforce development strategy, working closely with officers at all levels to support their career aspirations while ensuring alignment with organisational objectives. You will serve as a key liaison in career development meetings and play a crucial role in fostering a culture of continuous learning and development.

The ideal candidate will have strong project management skills, experience in HR frameworks development, and excellent communication abilities to engage effectively with stakeholders across the organisation. This role is perfect for someone passionate about talent development and organisational growth.

What you will be working on

Career Performance Management and Talent Management

  • Review, develop and implement career development and talent management frameworks and initiatives to align to workforce strategies and competency-based approaches, including developing career pathways within and across functional domains
  • Develop and coordinate structured career development opportunities such as job rotations, secondments, and attachments within SLA, public agencies, and private sector organisations
  • Drive initiatives to support officers in the development of their career development plans
  • Implement 360 feedback processes to support individual development planning and career progression
  • Serve as secretariat to SLA Career Development Meetings

Competency Framework Development  

  • Coordinate the review and development of SLA competency frameworks to build organisational agility and enable adaptive capability across functional domains
  • Foster adoption of competency framework in various segments of HR processes and systems  

Performance Management

  • Manage the annual performance management process, including goal-setting and ranking and promotion activities
  • Review the performance management framework, particularly in developing competency-based assessment tools and guidelines

Engagement and Communication

  • Facilitate implementation of initiatives to enhance employee engagement and foster internal communications
  • Coordinate engagement sessions for SLA officers to share HR initiatives and gather feedback on employee experience

What we are looking for

• Background in Human Resources, Business Administration or related field 

• At least 5 years of experience in capability development, talent development or performance management 

•  Strong communication, written and interpersonal skills

•  Proactive, adaptive and able to work in a fast-paced environment

•  IT savvy

• Collaborative team player with a growth mindset
