What the role is

The Civil Service College's Institute of Leadership and Organisation Development (ILOD) is seeking an experienced organisation development (OD) professional for a unique 2-year secondment opportunity designed to deepen OD consulting expertise while driving meaningful change across Singapore's government landscape. This role offers the opportunity to work on diverse transformation and change projects across government agencies, collaborate with multidisciplinary teams and ILOD’s consulting teams, and contribute to building OD as a core transformation capability across the Public Service. This position is open only to existing public officers.

What you will be working on

OD & Transformation Consulting: • Work on diverse OD and transformation projects spanning multiple government agencies, from organisation-level interventions to complex whole-of-government initiatives (e.g. culture change, restructuring, strategic visioning, leadership team development, transformation at the sector level), commissioned by agencies or Transformation Lab (T-Lab), Public Service Division. Conceptualise, Design and Facilitate Interventions: • Design and facilitate interventions based on OD and applied behavioural sciences to facilitate leadership alignment, formulate strategy, foster team effectiveness and organisational or public sector change initiatives. • Collaborate with multidisciplinary teams to develop creative and practical solutions that address complex organisational challenges whilst building internal client capabilities through advisory and guidance to internal practitioners. Client and Stakeholder Management: • Navigate complex political and organisational dynamics and form strategic partnerships with key stakeholders towards positive outcomes Capability Building and Knowledge Development: • Synthesise insights from consultancy experiences to contribute to the Transformation and OD community’s knowledge base and share practices across the Public Service.

What we are looking for

We seek an experienced OD practitioner with at least 8 to 10 years of experience in organisation-level OD initiatives who demonstrates strong executive presence and credibility when engaging senior leaders. The ideal candidate will be comfortable working with senior leaders whilst maintaining a grounded and collaborative approach to driving organisational change, coupled with relationship management skills, high self-awareness and emotional intelligence. In addition, we seek someone committed to continuous learning with strong analytical capabilities and situational judgment, and with the ability to navigate and manage ambiguity. You must hold at least a Graduate Certificate in Organisation Development (CSC)/ Intermediate OD (CSC) or equivalent qualification from a reputable OD training body. Key Competencies Required: Consulting • Scope and manage consultancy projects effectively across complex multi-stakeholder environments, ensuring clear deliverables and timelines whilst adapting to evolving organisational contexts • Diagnose organisational issues through systematic sensemaking and ground-sensing from networks, articulating interconnections within and between agencies to identify root causes • Design and implement evidence-based interventions using OD methodologies, translating complex issues into actionable solutions whilst building client trust and credibility Change Management • Apply change management principles and methodologies to support organisational transformation, developing comprehensive stakeholder engagement strategies and communication approaches • Guide organisations through complex transformation processes whilst building internal capabilities and driving sustainable change implementation • Demonstrate courage and emotional intelligence to articulate unspoken issues and navigate resistance throughout transformation initiatives Systems Thinking • Analyse complex organisational systems to identify interdependencies, leverage points, and design interventions that address root causes rather than symptoms • Work effectively across organisational boundaries to drive systemic improvements aligned with whole-of-government dynamics and broader public service objectives • Apply deep self-awareness to recognise how personal perspectives and biases influence systems analysis and intervention design Stakeholder Management • Manage complex client partnerships and power dynamics by effectively bringing multiple stakeholders together whilst navigating political and organisational sensitivities • Maintain objectivity and professional integrity across all interactions, demonstrating emotional intelligence in challenging situations • Utilise presence and power consciously to help organisations make meaningful progress through authentic engagement Facilitation • Demonstrate advanced facilitation skills across diverse group settings, from small leadership teams to large organisational gatherings • Create safe spaces for difficult conversations and guide groups through complex decision-making processes with professional expertise • Model authentic leadership and self-awareness during facilitation, using personal presence to enable breakthrough conversations and meaningful outcomes This secondment offers comprehensive development support and an exceptional opportunity for an experienced practitioner seeking to contribute to Singapore’s Public Service transformation agenda.
