What the role is

The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC Scholarships for undergraduate and postgraduate studies. Under the Talent Management arm of the team, we formulate scholarship policies and oversee talent attraction and development of PSC Scholarship holders as potential future leaders in the Public Service.

What you will be working on

[Specific Job Responsibilities] Reporting to the Senior Assistant Director (Talent Management), you will lead strategic talent acquisition and development initiatives for the Public Service, overseeing comprehensive marketing, outreach, and stakeholder engagement programmes. Your key responsibilities include: Strategic Leadership and Oversight • Direct Whole-of-Government efforts to enhance awareness of government scholarships and Public Service careers. Develop and implement comprehensive outreach strategies, establish strategic partnerships with local and overseas tertiary institutions, and coordinate cross-agency recruitment initiatives to achieve organisational talent acquisition goals. Brand Strategy and Content Oversight • Lead and oversee the development and production of compelling multimedia content and outreach materials including videos, graphics, and infographics for multiple platforms to raise awareness of government scholarships and Public Service careers, and ensure they are aligned with the Public Service's employer brand and Employer Value Proposition. • Maintain and update the PSC Scholarships website to meet communications objectives. Talent Pipeline Development • Develop and implement systematic frameworks to attract, nurture, and convert candidates from initial engagement through to successful recruitment. Design engagement strategies and oversee their execution to maximise conversion rates for scholarships and graduate opportunities. Event Support • Lead the PSC Secretariat in executing publicity and engagement events for potential scholarship applicants and scholarship ceremonies for scholarship holders, ensuring alignment with broader talent management objectives.

Requirement Join us if you have a passion for the people business and possess the following competencies: • Excellent written and verbal communication skills with the ability to influence and engage stakeholders across government and external partners. • Deep understanding of marketing trends and emerging technologies in talent acquisition and employer branding. • Strong background in marketing, communications, media, or related fields with demonstrated leadership experience. • Strategic oversight capabilities for creative and digital initiatives, with working knowledge of design principles and multimedia production processes. • Proven experience in employer branding, talent acquisition strategy, or organisational marketing. • Ability to manage competing priorities and lead teams through demanding campaign cycles and tight deadlines. • Experience in stakeholder management, partnership development, and cross-functional collaboration. • Analytical mindset with experience in performance measurement, data-driven decision making, and demonstrating return on investment.
