What the role is

The Organisational and Systems Development Division (OSD) under the Social Support Group (SSP) oversees people and organisational development, corporate planning as well as ops tech and systems integration to better deliver value to clients, staff and stakeholders. The Capability and Development team in OSD strengthens capabilities across SSP staff and sector partners. We design and deliver capability development programmes for both SSP staff and sector partners, with the objective of building an engaged and competent workforce. Through strategic partnerships and comprehensive learning initiatives, we enhance service delivery standards and people development to effectively serve SSP's vulnerable client population.

What you will be working on

Planning and Development of Training Programmes: Develop and execute capability development strategies that align with organisational goals and emerging public service needs. Design comprehensive learning and development programmes that address current capability gaps and anticipate future requirements. Collaborate with leadership to identify priority areas for capability enhancement and create implementation roadmaps. Stakeholder Management and Partnership Building: Build and maintain strategic partnerships with internal departments, external training providers, academic institutions, and industry experts. Engage with management and departments within SSP to understand capability needs and secure buy-in for development initiatives. Facilitate cross-departmental collaboration to ensure integrated approach to capability development. Programme Implementation and Management: Oversee the delivery of capability development programmes, ensuring quality standards and learning outcomes are met. Manage programme budgets, timelines, and resources effectively whilst maintaining meticulous attention to operational details. Monitor and evaluate programme effectiveness through data analysis and stakeholder feedback, making necessary adjustments to improve outcomes. Innovation and Continuous Improvement: Stay abreast of emerging trends in learning and development, digital transformation, and public service innovation. Identify opportunities to leverage technology and innovative methodologies to enhance capability development approaches. Drive continuous improvement initiatives based on best practices and lessons learned, demonstrating resourcefulness in developing innovative solutions.

What we are looking for

Education and Experience: Degree qualification with at least 3 years of experience in the social service sector, demonstrating strong understanding of the social service landscape. Additional experience in capability development-related work and/or possession of Advanced Certification in Training and Assessment (ACTA) or Diploma in Adult and Continuing Education (DACE) would be advantageous. Core Competencies: Strong analytical and interpersonal skills with clear written and verbal communication abilities. Excellent stakeholder management and communication skills, with ability to influence and engage at all organisational levels. Capable of working independently or collaboratively with diverse teams, demonstrating confidence in facilitating and engaging with various stakeholders. Confident in navigating ambiguity and making sound decisions in dynamic environments. Technical Knowledge (Preferred): Understanding of adult learning principles, capability frameworks, and competency-based development approaches. Familiarity with digital learning platforms and emerging technologies in the learning and development space. Knowledge of public service context, including understanding of government priorities and public sector transformation initiatives. Personal Attributes: Strong project management skills with meticulous attention to detail and ability to manage multiple timelines effectively. Adaptable and resilient, with ability to work effectively in dynamic environments. Collaborative approach with strong interpersonal skills and cultural sensitivity. Demonstrates resourcefulness and actively seeks opportunities to enhance processes. Commitment to public service values and continuous professional development.
