The Professional Services Group (PSG) harnesses the expertise of the social work and psychology professions in MSF to enhance policy development and service delivery. This includes ensuring consistent practice standards, enabling evidence-informed interventions, and driving capability development to meet evolving sector needs.
The PSG is organised along three Divisions:
1.Psychological and Social Services (PSS) Division
2.Standards and Practice Innovation (SPI) Division
3.Capability Development (CAPD) Division
The current position advertised is for a Manager/Senior Manager role in the CAPD Division, within the Professional Leadership and Resilience Branch (PLRB).
PLRB drives initiatives on professional leadership, crisis support and staff wellbeing to build a resilient and professional social service sector.
What you will be working on
This role supports the strategic advancement of professional excellence among social service practitioners by conceptualizing, designing, implementing and evaluating professional leadership development initiatives and talent management strategies. You will work closely with internal MSF divisions, community partners, professional bodies, educational institutions to promote continuous improvement in standards of social service practice, enhance professional developmental pathways.
We are seeking candidates with a good Honours degree, in Social Work and/or Psychology. Candidates with prior experience as practitioners in the Social Service Sector (i.e., those who have handled clients directly, such as caseworkers, therapists, counsellors, social workers, or psychologists) will be preferred.
Key Responsibilities
• Conduct needs analysis for identified social service groups to identify professional leadership development gaps and priorities.
•Assist in conceptualizing, designing and implementing professional leadership development pathways. This includes coordination of job rotation opportunities and further professional education.
• Assist in facilitating and maintaining strategic partnerships that enhance reach and impact of professional leadership initiatives across the social service sector. This includes supporting collaboration with educational institutions and field supervisors to enhance student fieldwork practicum experiences, ensuring high-quality learning opportunities that align with professional standards and sector objectives
• Support processes in monitoring effectiveness and outcomes of implemented initiatives through systematic data collection and analysis.
• Support development and maintenance of data and resources for professional leadership development. This includes maintaining a centralised MSF registry of social work and psychology-trained professionals, ensuring accurate tracking of qualifications, specialisations and career progression
What we are looking for
Technical Skills & Experiences
• Good knowledge of Singapore's social service sector, including agencies, service delivery models, and professional standards
• Experience in supporting the design and implementation of professional development programmes and initiatives
• Project management skills to support multiple initiatives and assist in programme evaluation
• Database management experience
• Proficiency with Microsoft Office Tools (Word, Excel, PowerPoint, Teams) and design applications (Canva, Adobe Creative Suite or similar tools)

• Good analytical, critical thinking, decision-making and problem-solving skills
• Good stakeholder management skills with ability to build consensus across diverse groups
• Good communication (written, presentation and facilitation) skills
• Pro-active, adaptable and resilient in managing changing priorities and stakeholder needs
• Good interpersonal and teamwork skills
• Organised and able to work independently to manage overlapping timelines, deadlines and demands
Preferred:
• 4 to 6 years of experience working in the social service sector is preferred
• Experience in supporting the development and implementation of staff development programmes at team or divisional level
• Interest in research and evaluation to support programme effectiveness and inform evidence-based improvements
