What the role is

The Professional Services Group (PSG) harnesses the expertise of the social work and psychology professions in MSF to enhance policy development and service delivery. This includes ensuring consistent practice standards, enabling evidence-informed interventions, and driving capability development to meet evolving sector needs. The PSG is organised along three Divisions: 1. Psychological and Social Services (PSS) Division 2. Standards and Practice Innovation (SPI) Division 3. Capability Development (CAPD) Division The current position advertised is for a Manager role in the CAPD Division, within the Post-Competency Training (PTC) Branch. PTC Branch empowers supervisors in PSG, MSF and the social service sector to nurture competent, resilient and future-ready professionals.

What you will be working on

This role supports initiatives to enhance supervision standards, promote evidence-based practices, and foster collaborative learning networks that improve client outcomes through strengthened practitioner competency. The job holder will work closely with internal teams, community partners, professional bodies and educational institutions to support the implementation of supervision excellence across all levels of practice. We are seeking candidates with a good Honours degree, preferably in Social Work or Psychology. Candidates with prior experience as practitioners in the Social Service Sector (i.e., those who have handled clients directly, such as caseworkers, therapists, counsellors, social workers, or psychologists) will be preferred. Key Responsibilities (i) Support in the development and implementation of comprehensive supervision and coaching frameworks for MSF and the social service sector. (ii) Support in the establishment of a network of resource persons to systematically strengthen supervision capabilities across the sector. o Recruit, onboard, and coordinate subject matter experts to provide specialised consultancy. o Monitor the achievement of terms of reference and deliverables. o Performing the necessary secretariat responsibilities (iii) Design and implement evaluation frameworks to assess the efficacy of supervision consultancy in meeting key outcome indicators. o Implement data collection systems, conduct regular impact assessments with key internal and external stakeholders. o Draft evaluation reports to measure adherence to supervision standards and quality. (iv) Conduct and collate practice research, literature reviews, and environmental scans to identify and integrate emerging best practices in supervision which are grounded in evidence, innovative and align with international standards. (v) Develop and disseminate comprehensive communication materials on key and emerging knowledge and skills on supervision to systematically enhance the competencies of supervisors. (vi) Assist in the design, facilitation, and delivery of workshops and engagement sessions for MSF, social service agencies, and key stakeholders focused on elevating supervision and coaching standards and competencies. (vii) Assist in the facilitation and coordination of communities of practice and networks, supervision seminars, workshops, and forums for SSAs and the broader sector.

What we are looking for

Technical Skills & Experiences • Good knowledge of Singapore's social service sector, including agencies, service delivery models, and professional standards • Good understanding of evidence-based and trauma-informed supervision practices • Experience or exposure to programme design, implementation and evaluation • Ability to engage and collaborate with diverse stakeholders and support multi-agency initiatives. • Proficiency with Microsoft Office Tools (Word, Excel, PowerPoint, Teams) and design applications (Canva, Adobe Creative Suite, or similar tools) Professional Attributes: • Excellent analytical, critical thinking and problem-solving skills • Good interpersonal skills with ability to work effectively with diverse groups • Good communication and teamwork skills • Organised and able to work independently whilst managing multiple tasks, deadlines and priorities • Show initiative in supporting creative solutions to enhance supervision quality and practitioner competency Preferred: • 4-5 years of experience as a practitioner working in the social service sector • Interest in elevating professional development and competencies • Interest in research and evaluation with exposure to publications, conference presentations, or thought leadership contributions in supervision, professional development, or social service practice areas
