What the role is

The overall purpose of Audit and Assurance Directorate (AAD) of the Risk Management and Audit Group (RMAG) is to provide an objective assurance and consulting activity designed to add value and improve MHA’s operations. AAD seeks to help MHA accomplish its objectives of risk management, control and governance. AAD also aims to enhance Home Team Departments’ (HTDs) and Statutory Boards’ (SBs) level of compliance with government policies, procedures and applicable laws and regulations to enable them to be more effective and efficient in managing resources. This job if not done well will have adverse implications on the level of governance, risk and control status of the organisation.

What you will be working on

The incumbent will plan and conduct internal audits, providing independent and objective assessments of HTDs’ and auditees’ internal processes, internal controls, and compliance with relevant internal policies. (a) Lead and perform Financial and Resource Management audits in accordance with RMAG’s approved workplan (b) Provide advisory services to HTDs and SBs upon request, on matters relating to governance, risk management and internal controls (c) Conduct post-audit monitoring and follow-up to ensure auditees implement remediation actions in a timely and effective manner, in line with audit recommendations (d) Support the secretariat function for the Risk Management and Audit Committee (RMAC) chaired by Deputy Secretary (DS), including preparation and presentation of agenda papers and related materials. (e) Compile and synthesise common audit observations from past Auditor-General’s Office (AGO) and RMAG audits, and develop control checklists or materials for dissemination via the MHA Intranet, training sessions, and other platforms (f) Operationalise the WOG Internal Audit (IA) Clustering initiative for the Ministry Family to strengthen risk management and governance practices (g) Harmonise audit processes and support audit workforce development across HTDs/SBs (h) Drive initiatives to meet MOF’s IA transformation outcomes and KPIs, including adoption of digital tools to enhance audit effectiveness and processes.

What we are looking for

(a) Degree in Accountancy or equivalent professional qualification (e.g. ACCA, CIA, CA, CPA) preferred. (b) At least 5 years of working experience in internal audit, with prior experience in the public sector preferred. (c) Experience in data analytics and other digitalisation tools and audit management software will be an advantage. (d) Proven ability to lead and supervise internal audit teams and projects (e) Able to manage audit committee and stakeholders which comprise AGO and senior management of HTDs/SBs. (f) Independent and self-motivated with strong initiative (g) Meticulous with strong analytical skills (h) Possesses good communication and writing skills All new appointees will be appointed on a two-year contract in the first instance.
