We are looking for an experienced Procurement officer to carry out procurement activities such as engaging the industry for specific sectors, negotiating with vendors and managing the contracts for the identified project(s).
What you will be working on
(a) Engage the industry/vendors to better understand the industry readiness and best practices in specific sectors (namely cleaning, landscaping and facilities management sectors);
(b) Develop negotiation strategies and negotiate with suppliers to secure favorable terms, pricing or service levels for the Government, while ensuring there is sufficient room for the suppliers to build their capabilities in the industry;
(c) Mange the project and procurement process, while ensuring compliance with IM on Procurement and the agency’s procurement processes;
(d) Oversee the complete procurement lifecycle, from industry engagement through to evaluation and awarding of the procurement contracts;
(e) Manage and monitor contractors’ performance against performance indicators and dispute resolution with contractors;
(f) Proper contract management, including the management of contract variations and exercise options, and ensure timely renewal or termination of contracts;
(g) Regular contract reviews and risk assessments should be conducted to identify opportunities for improvement and mitigate potential issues;
(h) Working with internal (e.g. Finance and relevant policy Divisions, and Senior Management) and external stakeholders (e.g. fellow Government agencies, and suppliers) to support the project; and
(i) Any other matters related to the project.
What we are looking for
Functional Skills:
(a) Good understanding of Public Sector procurement and finance would be an advantage
(b) Prior experience with Project Management would be an advantage
(c) At least three years of experience in the public or private sector procurement
Qualifications & Others:
(a) Confident communicator with good writing and presentation skills
(b) Positive attitude and self-motivated
(c) Good interpersonal skills, and is able to effectively interact and build relationships with diverse internal and external stakeholders
(d) Able to work well independently and as a team
(e) Possess a self-driven attitude and being instrumental/ resourcefulness with problem solving
