What the role is

The Partnerships Division within HTX is responsible for establishing and shaping strategic relations and collaborations with local/global science and technology (S&T) partners across government bodies and in the industry, innovation and academia spheres, to enhance public safety and security in Singapore. Specifically, we seek to build partnerships to (i) gain access to deep and critical technologies to build Home Team capabilities; and (ii) co-develop cutting-edge solutions in the engineering, digital and science domains to address Home Team challenges.

What you will be working on

As Deputy Director in the Partnerships’ Country Engagement Group (CEG), the officer is required to: • Lead a regional team to develop and implement country-specific strategies based on HTX’s partnership needs, interests and targets to advance Singapore’s S&T agenda in public safety and security. This entails working closely with the Partnerships Strategy Management team under Partnerships’ Policy & Strategy Group (PSG), along with HTX’s divisions within capability development, capability sustainment and capability planning divisions, as well as with MHA HQ. • Identify and engage relevant partners in the government, industry and academia sectors to cultivate and maintain strategic relationships with S&T entities and personalities to drive learning and collaboration. Work with TXV/Hatch to identify technologies from local and global startups, and accelerate the development of innovations/dual-use technology solutions for the Home Team. • Organise and execute effective strategic engagements between HTX (i.e. Senior Management and Directors of Divisions) and partners through platforms such as steering committees, executive connects, exploratory workshops, and technology-solutioning seminars, as well as other engagements in informal settings, such as meal engagements. • Critically analyse and work closely with the Framework Governance & Development team under PSG to advance and concretise HTX’s strategic S&T interests through targeted collaboration instruments, such as MOUs, frameworks and agreements. • Maintain strong oversight of S&T trends and developments in general, and specifically in countries covered by the regional team, to effectively curate and tap on partnership opportunities with entities that match HTX’s and MHA’s interest areas. As CEG Region 1 Deputy Director, the officer is also required to: • Oversee the Partnerships Strategy Management team, under the Policy & Strategy Group (PSG) to: o Ensure Partnerships’ strategy alignment with capability development, capability sustainment, and capability planning pillars within HTX. o Take on the role of Partnerships’ capability owner of innovation. • Functions of the Partnerships Strategy Management team include: o Establishing clear, forward-looking strategies for Partnerships that are in alignment with the other organisational pillars. o Setting in place strategic and consistent work processes with other divisions to support business needs. o Staffing, collating and surfacing proposals to new/renewed strategies and plans to identify and engage relevant local and global partners to collaborate as enabling partners and/or programme partners to achieve successful R&T outcomes for HTX. o Maintaining strong technology foresight through horizon scanning and tech watch of emerging trends to identify opportunities across a broad spectrum of scientific and technological areas that can be applied in the Home Team. o Overseeing and formulating plans to drive projects with TechX Ventures (TXV)/Hatch. o Providing directions and advice to ensure coherence in delivery of services by TXV/ Hatch. o Developing and ensuring TXV’s platforms are leveraged for thought leadership, spearheading of greenfield exploration trips, high-level discussions and brokering of new collaborations across the Country Engagement Group (CEG) teams. o Working with other divisions such as Centres of Expertise (COEs), the Programme Management Group (PMG), Enterprise Group (EG), Capability Sustainment Centres, as well as Home Team Departments (HTDs) to determine, scope and procure TXV’s services for projects. o Ensuring pipeline of projects are ready to be taken up by TXV. o Tracking delivery of projects and each milestone KPI with the contracting parties. o Managing primary Master Agreement with TXV and subsequent IAs, contract variations for delivery of services through TXV, together with PSG Framework Governance & Development team.

What we are looking for

- Min 15 years of relevant work experience in Partnerships Strategy, preferably in public sector working on science and technology fields, innovation or project management, international relations, partnerships and collaboration, business development, intellectual property management. - Min 10 yrs of supervisory experience. - Min Bachelor’s Degree in Engineering, Sciences, Technology, Economics, Business or International Relations preferred. - Relevant work experience in partnership building, business development, and account management, preferably in technology innovation will be an added advantage. - Have excellent organisational skills and able to handle multiple tasks simultaneously, effectively, and efficiently. - Have strong interpersonal skills; able to connect and build relationships with stakeholders across different levels and cultural backgrounds. - Display willingness and flexibility to revise perceptions and improve ideas based on new information or contrary evidence. - Adaptable to changes and able to embrace ambiguity. - A problem-solver who is always seeking to find effective and creative solutions. - Able to travel overseas. - Excellent communication skills. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
