The ICT Governance & Operations Team Leader leads the Group's ICT ecosystem to ensure operational excellence, robust governance, and strategic alignment with business objectives. This role combines operational oversight with strategic leadership to drive digital transformation and maintain cybersecurity resilience.
This position requires strong team development capabilities to mentor ICT professionals and prepare them for emerging technologies. The leader must navigate cybersecurity threats whilst fostering continuous learning and technological adaptability within the team. The role demands a leader who can identify technology trends, create learning pathways for staff, and ensure workforce agility in evolving technical environments.
The leader oversees and manages all ICT projects and initiatives, ensuring seamless implementation through effective change management strategies and timely delivery. This includes managing project timelines, coordinating stakeholder engagement, and ensuring optimal budget utilisation across all ICT procurement. The role holder is personally responsible for phishing exercises, ICT incident management and reporting, and all cybersecurity-related areas.
What you will be working on
Leadership and Team Management
• Lead and manage the ICT Governance & Operations team, providing strategic direction and operational oversight.
• Guide and mentor team members to develop technical competencies, embrace emerging technologies, and build future-ready capabilities.
• Conduct performance management, skills assessment, and foster a collaborative learning environment that promotes continuous innovation and technological adaptability.
• Plan and execute team reorganisation initiatives to ensure agility and responsiveness to evolving ICT landscapes.
Operations Oversight and Management
• Oversee comprehensive ICT operations and infrastructure management across the Group.
• Monitor system performance, availability, and security to maintain optimal operational standards.
• Supervise end-to-end asset management processes, including strategic procurement, deployment, maintenance, and lifecycle management.
• Manage ICT budgets and resources efficiently, conducting cost-benefit analyses for technology investments.
• Coordinate tech refresh exercises and ensure seamless implementation.
Project Leadership and Coordination
• Lead strategic ICT projects from conception to completion, ensuring alignment with organisational objectives.
• Coordinate cross-functional collaboration with Groups, Departments, Zones, and vendors for integrated project delivery.
• Work closely with ISG, CDG, and other key stakeholders to ensure cohesive ICT solutions and governance alignment.
• Manage project portfolios, timelines, and resource allocation to meet critical business deliverables.
• Coordinate ICT meetings, including agenda preparation, stakeholder engagement prior to meetings, and ensuring all relevant parties are informed and aligned.
• Monitor project progress and implementation status, providing regular updates to management and stakeholders.
• Conduct follow-up actions from meetings and ensure timely completion of assigned tasks and deliverables.
• Implement effective change management strategies to ensure successful project adoption.
Cybersecurity and Risk Management
• Personally oversee phishing email exercises, cybersecurity related areas/ awareness programmes, and staff training completion.
• Lead comprehensive ICT incident response, investigation, and management across the Group.
• Manage IM8 and MND Third-Party Risk Management programmes, ensuring compliance and risk mitigation.
• Ensure strict adherence to WOG/HDB security policies and implement robust security controls and frameworks.
IT Business Continuity Planning
• Collaborate with Group BCP Coordinator to ensure Departments/ Zones develop, maintain, and regularly test their IT Business Continuity Plans and disaster recovery procedures.
• Partner with relevant stakeholders on IT BCP exercises to ensure business continuity readiness and recommend continuous improvement measures.
Strategic Planning and Governance
• Develop and execute ICT strategies aligned with organisational transformation goals.
• Ensure ICT governance frameworks comply with regulatory requirements and industry standards.
• Identify and evaluate emerging technology trends, assessing their strategic impact and implementation potential.
• Drive digital transformation initiatives to enhance operational efficiency and service delivery.
Stakeholder Engagement and Communication
• Collaborate effectively with stakeholders on ICT matters.
• Communicate complex technical concepts clearly to diverse non-technical audiences.
• Represent the ICT team in cross-functional meetings and strategic planning sessions.
What we are looking for
• Background in Information Technology, Computer Science, Engineering, or related technical field.
• Minimum 8-10 years of progressive experience in ICT operations, incident management and enterprise ICT management.
• Proven track record in team leadership, project management, and digital transformation initiatives.
• Relevant certifications in IT governance, cybersecurity, project management, or cloud technologies preferred.
• Experience in government, public sector, or organisation ICT environments highly advantageous.
This role is critical to ensuring the organisation's ICT infrastructure remains secure, efficient, and strategically aligned while building a capable, future-ready team that can navigate emerging technological challenges and opportunities.
Successful candidate will be offered a 1+1 year contract.
