What you will be working on

Overview: As a Manager/Senior Manager in the HR Policy & Planning team, you will work closely with the team leader in developing, refining and implementing HR strategies and frameworks that effectively attract, motivate and retain talents within MSF.

What we are looking for

Responsibilities: You will be responsible for the following: • Policy Development and Management: o Develop, review and implement HR policies and strategies to support the ministry in achieving its organisational objectives and workforce transformation efforts. o Lead rollout of new or revised HR policies in the ministry, manage change and seek stakeholders’ buy-in • Research and Analysis: o Conduct HR research, benchmarking and analyse MSF’s workforce data and trends projection to make data-driven recommendations for policy decisions. o Oversee development and design of workforce dashboards to derive meaningful workforce trends and insights to support decision-making. • Strategic Workforce Planning: o Drive strategic workforce planning strategies to ensure sustainable pipeline of talent with right competencies for the ministry o Facilitate consultations with stakeholders such as senior leadership, line divisions and partner with other strategic planning teams within MSF to gather and manage inputs to policy development, formulate and implement strategies and MSF’s workforce transformation plans. o Oversee tracking of manpower establishment • Advisory to Internal Stakeholders: o Provide expert advice to senior management, line managers and other HR teams on policy interpretation to ensure consistency in policy application. • Project, Committee and Secretariat Support: o Provide support for projects, committees, secretariat functions and any other duties as assigned by the Division. Competencies: To be successful in this role, you should possess: Functional/Technical Competencies: • Tertiary qualifications in Human Resources, Business Administration, or a related discipline. • Preferably at least 4 years’ experience in manpower planning or strategic HR Business Partner role • Proficient in Microsoft Office applications and data analytics / data visualisation tools (e.g. Tableau, Power BI) • Knowledge of SAP (HR and Payroll Systems) and familiarity with Civil Service policies will be an advantage Behavioural Competencies: • Self-driven and a collaborative team player with ability to understand how HR policies connect to broader organisational goals. • Results-oriented with a strong sense of ownership and accountability, able to multi-task and meet tight deadlines. Generic Competencies: • Strong analytical, critical thinking and problem-solving skills with demonstrated ability to analyse complex information, question assumptions, evaluate perspectives and synthesize diverse inputs to develop sound policy recommendations • Strong written and communication skills to communicate complex policy matters to diverse stakeholders at all levels • Strong interpersonal skills with demonstrated ability to build influence, negotiate effectively and manage competing interests when engaging diverse stakeholders at all levels.
