What the role is

You will lead the Corporate Finance & Treasury function to ensure strong financial stewardship and sustainability for PUB. This includes managing financing and liquidity, investing surplus funds prudently, overseeing revenue collection arrangements and mitigating financial risks. This is a finance leadership role requiring strong technical expertise, effective people and partner management skills, and a keen interest in digitalisation and business process transformation. You will oversee a team of six and report to the Chief Financial Officer. You will work closely with senior management and external partners to support sound financial decision making in a complex and evolving operating environment.

What you will be working on

Key Responsibilities Corporate Finance & Treasury • Lead funding and treasury strategies and operations to ensure sufficient liquidity and cost effective financing to support operating and development needs. • Advise senior management on capital structure, and financing strategies and options, considering market conditions and financial risks. • Oversee cashflow forecasting and planning, foreign currency exposure and the investment of surplus funds within approved parameters. Financial Risk Management and Stewardship • Oversee insurance arrangements for property and public liability risks, working with internal stakeholders and insurance brokers to ensure adequate and cost effective coverage. • Review and strengthen governance, controls, policies, procedures and risk management practices across corporate finance and treasury activities. • Ensure that the financial control framework in the Financial Manual remains relevant and up-to-date. Revenue Collection & Contract Management • Lead cross-department collaboration for contractual management of outsourced billing and collection arrangement for major revenue streams, including procurement of the billing and collection services provider. • Ensure accuracy of billing, timely remittance of collections and effective management of arrears, including escalation of material issues for senior management or Board approval where required. • Ensure revenue accounting practices comply with relevant Statutory Board Financial Reporting Standards (SB-FRS) and Government policies and guidelines. People Leadership & Digital Business Transformation • Lead, mentor and develop the corporate finance & treasury team to build strong professional capability and foster a culture of integrity, teamwork, continuous learning and innovation. • Provide leadership and guidance to build officers’ digital capabilities and in the development and adoption of digital and AI solutions to streamline, automate and transform operations, and produce management insights.

What we are looking for

• Degree in Finance, Accountancy, Economics, Business or a related discipline. • Professional qualifications (e.g. CA, CFA) are an advantage. • Proven track record and senior level experience in corporate finance and/or treasury, with exposure to debt capital markets, green financing, treasury operations, investments, contract management, financial controls and financial risk management. • Prior experience in public sector finance and procurement will be an advantage. • Strong analytical judgement and ability to balance detail with broader organisational considerations. • High standards of integrity and professionalism, especially in dealings with banks, advisors and service providers. • Clear communicator, able to explain complex financial issues to senior stakeholders and translate financial and market information into clear, practical recommendations to support decision making. • Proven people leadership experience, with a track record in developing finance professionals and strong ability to assess competency gaps, uplift skills, and guide officers towards higher proficiency.
