Manager / Senior Manager - Quarantine and Biosecurity Services (Contract)
What the role is
What you will be working on
You will be part of the Quarantine & Biosecurity Services team under the Veterinary Health Division (VHD) of AVS. As a member of trans-disciplinary team in AVS, you will be responsible for biosecurity and quarantine operations, animal examination and disease investigation, with the objective of meeting NParks’ mission to create the best living environment through excellence in nature conservation, greenery and recreation, and veterinary care, in partnership with the community.
You will be task with one of the following portfolios:
Position A
- Managing quarantine operations and related services, such as quarantine facilities for animals, and home quarantined animals. This includes conducting inspections and audits.
- Manage stakeholder expectations and communications across internal and external stakeholders (e.g. government agencies, members of public and private companies).
- Drafting and reviewing various legal documents that support operations, including subsidiary legislation to support the main Animals & Birds Act.
- Assist with the daily operations of the branch. This may include: (i) Liaising with contractors and other service provider and (ii) Assist with administrative processes and other duties related to the operations of the branch.
Position B
- Manage operations and technology-related projects that falls under the division’s purview.
- Prepare tender documents and reports, and management of contracts and vendors.
- Manage AVS’ home quarantine operations for pet dogs and cats.
- Work with industry stakeholders and partners to lead innovation and expansion of home quarantine technology and related services.
- Oversee administrative tasks crucial to the branch's daily operations, including procurement and project logistics.
What we are looking for
- Areas of study in Biological Science or other related fields.
- Comfortable being around and handling live animals (small mammals, dogs, cats, birds)
Preferred attributes / experience for the respective portfolios:
Position A
- Experience in public administration, project management or a related field would be advantageous.
- Team player with initiative, drive and good interpersonal/communication skills (verbal and written).
- Good writing skills
- Proficient in Microsoft Office and willing to learn new IT system applications.
Position B
Proficiency in any of the following skills will be advantageous:
- Project management experience and managing contracts and financial grants.
- Stakeholder engagement and communications, and ability to foster and maintain strong relationships with stakeholders.
- Previous experience working in animal or veterinary related industry.
- Good customer service skills
- Ability to work collaboratively in interdisciplinary teams.
- Good IT and data analytical skills.
