As a Senior Manager/Senior Economist in the Chief Health Economist’s Office, you will deliver timely and in-depth analysis of the immediate and longer-term impact of our healthcare policies on healthcare utilisation, expenditure, and outcomes. You will communicate research findings to policymakers to drive policy changes and decision making. The goal is to provide evidence-based recommendations to assist in the allocation of healthcare resources so as to maximise economic efficiency, health outcomes, and to achieve the Ministry’s objectives.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on
You will work on the following key areas:
1. Establishing and maintaining a framework for the use of health-economics and cost-effectiveness analysis to prioritise and allocate resources within the Ministry.
2. Developing quantitative models to estimate the downstream impact of measures, and estimate the marginal value of healthcare resources, to guide resource prioritisation.
3. Assess currently available cost effectiveness models and develop new models to generate the cost effectiveness of programmes and policies.
4. Using econometric and machine learning methods to evaluate the impact of past and existing healthcare finance and manpower policies on healthcare utilisation, expenditure, and health outcomes.
What we are looking for
Key Competencies Required:
• Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.
• Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working.
• Background in Data Analytics, Statistics and Economics - Experience and ability to utilise data analytics tools to manipulate, cleanse and analyse data (e.g. R, Python, STATA). Strong background in Health Economics, Econometrics, Economic evaluation and statistical modelling techniques is an advantage.
• Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved.
• Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. Able to explain research findings simply and logically to a non-technical audience.
