What the role is

Lead transformational initiatives that position Singapore at the forefront of human capital excellence. You will spearhead the development of Singapore's national human capital measurement framework and drive the strategic transformation of Singapore's HR ecosystem through innovative strategies and data-driven insights.

What you will be working on

This is a unique opportunity to shape Singapore's human capital landscape through interconnected strategic pillars: Lead Singapore Opportunity Index (SOI) as National Human Capital Infrastructure: Drive the strategic development, implementation and continuous enhancement of SOI as Singapore's authoritative national yardstick for employer human capital performance. You will orchestrate comprehensive employer engagement strategies, build strategic partnerships across the tripartite ecosystem, trade associations and HR service providers, and lead high-profile public communications to ensure nationwide reach and significant workforce impact. Advance Strategic HR Sector Transformation: Formulate and oversee implementation of national-level strategies to strengthen Singapore's HR profession and elevate its global standing. This includes analysing economic trends to identify strategic opportunities for HR industry evolution, designing capability development frameworks for HR professionals and enterprises, and fostering innovation within the HR services ecosystem. Drive Cross-Sector Collaboration and Advocacy: Build and maintain strategic relationships with senior leaders across government, industry and tripartite partners to advance national human capital objectives. You will lead complex, multi-stakeholder initiatives requiring sophisticated coordination and advocate for HR sector development as a critical enabler of Singapore's economic transformation.

What we are looking for

• 8-10 years of relevant experience with demonstrated track record in policy development and implementation • A self-starter and independent thinker, passionate about driving excellence and making a difference • Strong analytical skills to assess policy impact and conceptualise HR development strategies aligned with national priorities • Experience with quantitative data analysis and research methodologies • Strong organisational skills to oversee project governance and outcomes • Excellent communication, relationship-building and negotiation skills to drive stakeholder collaboration • Prior experience in policy and background in HR or manpower development would be advantageous PWDs are welcome to apply
