What the role is

The Competition and Consumer Commission of Singapore (CCS) administers and enforces Singapore’s competition and consumer protection laws. Amongst various functions, CCS investigates and takes appropriate actions in cases infringing these laws, whilst at the same time provides effective advice to Government and public authorities on national needs and policies in competition and consumer protection matters. What you will be working on

In recent years, CCS has a growing focus on the impact of digital markets and big data on competition and consumers. We utilise technology and digital market knowledge to improve the efficiency and effectiveness of the organisation, including better harnessing data to inform our decision-making processes. As a core member of the Data and Digital team, you will be involved in: • performing market analysis, synthesising legal, economic, business and technology knowledge into a coherent thesis and conclusion on digital market matters; • collecting, processing and storing large and complex datasets via web scraping operations and API calls and architecting CCS’s data science projects to integrate with government’s cloud-based analytics platform; • Applying statistical data analysis, natural language processing, AI and machine learning, to support CCS’s intelligence and investigative functions; • developing digital forensics capabilities, including examination of digital evidence and auditing algorithms of digital firms; • developing horizon scanning tools, identifying opportunities to apply data science to build a pipeline of use cases on competition and consumer protection matters; • promoting data and digital literacy and conducting regular knowledge sharing for CCS’s staff • working in multi-disciplinary teams to provide technical and digital market expertise in support of CCS’s competition and consumer protection work.

What we are looking for

You should be passionate in applying data science and technology to promote competition and consumer benefits in digital markets, and who: • has a background in Data Science, Computer Science or related technology and quantitative disciplines. Dual qualification in Economics or related disciplines will be an advantage. Relevant digital forensics certifications will also be an advantage; • has experience in coding (including Python), processing large datasets, web-scraping, AI and machine learning; and • is an analytical team player with demonstrated ability to collaborate across disciplines, including the ability to communicate complex and technical ideas to a non-technical audience. • Entry-level applicants and experienced professionals may apply.
