What the role is

As a Senior Manager(Performance Management and Total Rewards), you will be a key specialist driving excellence in the policy and end-to-end operations of performance management cycle and payroll administration. This role requires exceptional attention to detail, strong operational and analytical capabilities, deep understanding in Singapore Public Service Instruction Manual, guidelines and requirement related to Performance Management and Payroll, and expertise in data coordination across multiple HR functions. Your secondary role will involve reviewing and implementing changes to the organisation's compensation and benefits scheme.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time within a small team.

What will you be working on?

  • Lead end-to-end performance management cycle, including performance appraisal cycles, ranking and promotion exercises, and performance improvement plans, ensuring compliance with public service guidelines and organisational standards.
  • Lead end-to-end monthly payroll processes using Workday, manage payroll-related enquiries, handle complex payroll matters with vendor, and ensure accurate and timely salary disbursement while maintaining strict confidentiality of compensation data.
  • Develop and implement total rewards frameworks, exercises and processes, including salary reviews, allowances, bonuses, and benefits enrolment to support competitive and equitable compensation practices.
  • Support staff recognition programmes and initiatives, including eligibility criteria, coordination and execution of award processes.
  • Analyse and interpret HR data to generate insights on performance trends, compensation benchmarking, and total rewards effectiveness to support evidence-based decision making.
  • Collaborate with divisions to ensure seamless data flow and coordinate complex data requirements across multiple HR systems and processes., maintaining date integrity and operational efficiency

What we are looking for

We are looking for candidates with the following qualifications and skills:

  • Tertiary education in Human Resources, Business Administration, or related field
  • At least 4 - 7 years of relevant experience, preferably in the public service, with proven experience in performance management and/or payroll administration
  • Demonstrated expertise in Workday system, including payroll processing, performance management modules, and data analytics capabilities
  • Strong analytical and numerical skills with meticulous attention to detail and accuracy in data handling
  • Experience with CPF regulations, payroll compliance requirements, and public service compensation frameworks
  • Proficiency in data coordination, analysis and reporting across multiple systems and stakeholders
  • Operations-focused mindset with ability to streamline processes and improve efficiency
  • Experience leading a small team is preferred.
