The Institute of Leadership and Organisation Development (ILOD) is CSC's centre of excellence for leadership and organisational development, and the Sectoral Lead for Organisation Development (OD) job family in the Public Service. The key outcomes are to identify and build OD capabilities and competencies needed to support the Public Sector Transformation within senior leadership and practitioners, as well as to groom and develop OD practitioners and talents across the Public Service to support agencies’ strategic change and transformation efforts.
As the Learning and Development Specialist you will support the pursuit of the key outcomes through managing key programmes and initiatives such as the “ODExcelerator” pilot programme, which combines project-based applied learning with strategic talent deployment to build OD capabilities across the Singapore Public Service, reviewing the OD job family and functions, and competency framework and policy in order to support practitioners’ professional development. Your responsibilities span programme management, stakeholder engagement, operations monitoring and impact evaluation.

What you will be working on
•Review of OD Competency framework, foster adoption of the OD competency framework and ensure correct identification of OD talent; and maintain an up-to-date database of OD practitioners across the Singapore Public Service.
•Design, manage, and implement additional learning interventions to support OD community growth, including facilitating community of practice sessions, training programmes, and masterclasses
•Establish and maintain robust tracking and monitoring systems for learning outcomes, OD consulting gig-project deployments or attachments across the Public Service, and comprehensive evaluations throughout the ODExcelerator pilot initiative
•Design and coordinate project matching processes to ensure optimal alignment between agency requirements and practitioner development objectives
•Work with the team to design, shape, and manage the implementation of project-based applied learning interventions
•Conduct process enhancements and refinements to optimise the implementation approach and evaluate the overall success of the ODExcelerator initiative
•Contribute towards providing strategic input on talent deployment decisions and development pathways to build and sustain the public service's OD ecosystem
What we are looking for
We are seeking a dynamic learning professional with 3 – 6 years of experience in learning and development, talent development or organisation development. The ideal candidate will have strong partnership-building and stakeholder management skills, combined with an analytical mindset and keen attention to detail. You should be comfortable navigating ambiguity, possess excellent project coordination and management skills and demonstrate genuine passion for talent development and organisation transformation in the public service.
Key Competencies Required:
• Programme Management: Ability to manage the implementation of programmes to ensure effective learning experiences are delivered. You will oversee the coordination of ODExcelerator components, manage stakeholder requirements, and implement improvement actions to enhance participant satisfaction and programme effectiveness.
•Learning and Development: Proficiency in identifying learning needs and creating or curating meaningful learning and development interventions that align with organisational and public service requirements to build a capable OD workforce and talent pipeline. This includes reviewing and refreshing the OD functional competency framework, designing project-based applied learning programmes that drive transfer of learning, and applying learning experience design and adult learning design principles to maximise performance outcomes through workplace and social learning methodologies.
•Learning Evaluation & Data Diagnostics: Proficiency in analysing data from various sources, leveraging on technology and using statistical and learning analytics techniques to derive insights and programme effectiveness. You will perform learning impact studies and draw conclusions to enhance programme effectiveness with sound justification from analytical techniques.
•Talent Management: Develop talent management strategies and processes which balances the needs of the OD Practitioners as well as the current and future business needs of the organisation and the Public Service. Define success metrics to track progress and measure impact of talent management initiatives.
•Working and Communicating Effectively with Stakeholders: Ability to collaborate with diverse stakeholders to translate business requirements into actionable learning strategies, execute programme coordination activities, and communicate findings through clear and impactful reports to drive organisational outcomes.
